There are hereby established playgrounds for public health,
recreation and entertainment together with necessary recreational
facilities, safeguards and equipment in this Borough on lands owned
by this municipality at the following locations:
B. Lake Avenue and O Street.

C. 5th Avenue and Bay Avenue.
This municipality shall acquire, construct, use and maintain
safeguards, equipment and facilities as shall be necessary for the
proper establishment and maintenance of said places of recreation.
This municipality may engage, hire and pay such supervisory
personnel and attendants and such other personnel as may be required
for the proper maintenance of said place of resort.

A. No person shall do any of the following things at or upon said places
of recreation:
(1) Throw, drop, discard or leave any wastepaper, garbage or other refuse,
or sell, peddle or hawk any food, drink or confections.
(2) In any way litter, make unsightly, damage, destroy or disfigure said
recreation area or any public or private property thereat.
(3) Make any loud noise, sound or music to the annoyance of any other
person.
(4) Disrobe, dress or undress on the recreation area or parking lot or
in automobiles thereat.
(5) Use loud, profane or indecent language.
(6) Play ball or any other game or engage in any activity which will
endanger another person or interfere with the enjoyment of the quiet
use of the recreation area or said place of public resort by another
person.
(7) Conduct or engage in any party, picnic or similar outing on the recreation
area without first obtaining a permit therefor. Intoxicating liquor
shall not be taken upon any public recreation area.
(8) Take, permit, allow or suffer his or her dog to be or go upon the
recreation area.
(9) Molest or disturb any person in the peaceful enjoyment of said recreation
area.
(10)
Do anything which shall endanger the life or safety of himself,
herself or any other person.
(11)
Dump or throw garbage or other refuse at the recreation area.
(12)
Refuse or neglect to obey the orders and directions of the supervisory
personnel.
(13)
Interfere with or obstruct a police officer or supervisory personnel
in the performance of his duty.
(14)
Operate a privately owned beach buggy or other motor vehicle
on the recreation area at any time.
(15)
Upon the Borough's tennis courts, pickle ball courts or basketball
courts, it shall be unlawful to use said facilities for any other
activity than those for which they were specifically intended. Such
prohibited activities shall include, but not be limited to, skateboarding,
rollerblading, rollerskating, bicycling or other similar activities.
Also, no one shall wear high-heeled or spiked shoes on said courts.
This shall not apply to any Borough-sponsored function specifically
approved by the Mayor and Council of the Borough of Seaside Park.
Additionally, and notwithstanding the above, skateboarding, rollerblading
and rollerskating shall be allowed on the Lake Avenue playground basketball
court when said court is not in use.

B. Hours of operation.

(1) The playground hours at the Lake Avenue and O Street location and
at the 5th Avenue and Bay Avenue location shall be 9:00 a.m. to 9:00
p.m. throughout the year.
(2) The 13th Avenue playground facility, including the ball field, tennis
courts, and basketball courts, shall be open from 8:00 a.m. to 10:00
p.m. daily. The hours may be shortened, but in no event shall they
exceed the times established.
(3) Playing time on tennis courts shall be limited to one hour unless
no one is waiting to use the tennis court.
All provisions of this chapter shall be applicable to and shall
pertain to the recreation areas of the municipality hereinabove noted
and such other recreation areas as may be designated by the Mayor
and Council from time to time.

Any person who violates any one or more sections of this chapter shall be subject to the general penalty in Chapter
1, Article
II, General Penalty, of the Borough Code.
