A. 
How constituted. The Village Plan Commission shall consist of seven members as follows: the Village President, who shall be its presiding officer; the Chairman of the Halls, Parks, Recreation, Library, Buildings and Grounds Committee of the Village Board; the Chairman of the Public Works Committee of the Village Board; one additional Trustee member; and three citizens.
B. 
Appointment of Commission.
(1) 
Trustee at large member. The Village Trustee at large of the Plan Commission shall be appointed by the Village President subject to the approval of the Village Board.
(2) 
Citizen members. The three citizen members shall be appointed by the Village President subject to the approval of the Village Board for terms of one, two and three years, respectively, from the succeeding first day of May, and thereafter, annually during April, one such member shall be appointed for a term of three years.
C. 
Vacancies. All vacancies on the Village Plan Commission shall be filled for the unexpired term in the same manner as appointment for the full term.
D. 
Powers and duties. The Village Plan Commission shall have the powers and duties prescribed in § 62.23, Wis. Stats., and such other powers and duties as shall be vested in it from time to time by the Village Board.
A. 
The Board of Review of the Village of Rothschild shall be composed of the President, the Clerk, the Administrator, and two Trustees who shall be nominated by the President and confirmed by the Village Board. All members of the Board of Review shall, within two years of a meeting of the Board of Review, have attended a training session approved by the Wisconsin Department of Revenue for Board of Review training. In case of a vacancy, the President has the authority to appoint an alternate. If the vacancy is the President position, then the Village Board will confirm an alternate.

B. 
Each member of the Board of Review shall receive compensation as shall be established by the Village Board, except that members who are full-time employees of the Village shall not receive additional compensation.

C. 
It shall be the duty of the Village Assessor to attend the session of the Board of Review.

D. 
In all other respects, the duties and functions of the Board of Review shall be as prescribed by state statutes, particularly §§ 70.46 and 70.47 thereof.
E. 
Valuations made by the Assessor or the objector using the income method shall comply with § 70.47, Wis. Stats., and the manual under § 73.02(2)(a), Wis. Stats. Information provided to the Assessor about income and expenses that are provided in using the income method shall be confidential and only released to persons using said information in discharging duties imposed by law or the duties of their office or by order of a court of competent jurisdiction.

F. 
Pursuant to §§ 70.47(1) and (6m)(c), Wis. Stats., the Village establishes and shall maintain a public list of names of persons eligible and appointed by the Village Board to serve as alternate members of the Board of Review. This list shall be maintained by the Village Clerk for use as required.

A. 
Pursuant to § 70.47(8), Wis. Stats., the Board of Review may consider requests from a property owner or the property owner's representative to appear before the Board under oath by telephone or to submit written statements under oath to the Board of Review.
B. 
Requirements; submission of forms.
(1) 
In order for a property owner or property owner's representative to submit a request to testify by phone or submit a sworn written statement, he or she must first comply with the following procedures:
(a) 
The legal requirement to provide notice of intent to appear at Board of Review must be satisfied; and
(b) 
An Objection Form for Real Property Assessment (PA-115A) must be completed and submitted to the Board of Review as required by law.
(2) 
If the two requirements above have been met, a Request to Testify by Telephone or Submit a Sworn Written Statement at Board of Review (Form PA-814) may be submitted to the Village Clerk. Such requests must be submitted in time to be considered by the Board at the first meeting of the Board of Review.
C. 
The Board may consider any or all of the following factors when deciding whether to grant or deny the request:
(1) 
The requester's stated reason(s) for the request as indicated on the PA-814;
(2) 
Fairness to the parties;
(3) 
Ability of the requester to procure in-person oral testimony and any due diligence exhibited by the requester in procuring such testimony;
(4) 
Ability to cross-examine the person providing the testimony;
(5) 
The Board of Review's technical capacity to honor the request; and
(6) 
Any other factors that the Board deems pertinent to deciding the request.[2]
