A. The Clerk shall have all duties prescribed by Wis. Stats. § 61.25.
B. The Clerk shall also have such other duties as are prescribed by
any other law, ordinance or direction of the Village Board.

A. Treasurer.
(1) The Village Treasurer shall, as often as the Village Board shall
require, submit to the Board a verified report of moneys received
and disbursed and of the condition of the treasury. Ten days before
each regular election he shall file in the Clerk's office a full
and detailed verified report of moneys received and disbursed, tax
certificates, vouchers and other things of pecuniary value in his
custody and of all transactions of his office from the date of the
preceding like report. The Village Treasurer shall make and attach
to each of said reports a brief summary of recapitulation, showing
the total balance of moneys in the treasury and of each fund at the
time of the making of the last previous report as well as the expenditures
from each fund and the balance of each fund or account. Such recapitulation
shall be published in a newspaper by the Village Clerk in the place
and stead of publication of the entire report, whenever publication
is required or ordered by the Board.
(2) All moneys received from the collection of taxes, licenses and other
sources of income shall be deposited daily by the Village Treasurer
in the depository designated by the Village Board to the credit of
the general fund, unless otherwise directed by the Village Board.
The Village Treasurer shall demand and receive certificates of deposit
from the depository and shall keep the same on file in his office
in the Village of Rothschild.
(3) All records of the Village Treasurer shall be kept in his office
in the Village of Rothschild.
(4) The accounts, records, and books of the Village Treasurer shall be
audited at least once a year and a copy of the audit furnished to
the President, Clerk, Treasurer and the Village Board Committee on
Finance. The date of the audit shall be set by the Committee on Finance
and confirmed by the Village Board.
B. All receipts and earnings of all officers, boards or departments
shall be turned over to the Village treasury at least monthly.
C. Time for turning over receipts. Any Village officer or employee required to turn over any receipts or earnings to the Village Treasurer shall turn over such receipts or earnings on or before the 10th day of the month. (See §
55-1 of this Code.)

B. The Treasurer shall also have such other duties as are prescribed
by any other law, ordinance or direction of the Village Board.

A. Office of the Village Administrator. In order to provide the Village
with a more efficient, effective and responsible government operation
under a system of a part-time President and part-time Board of Trustees
(hereinafter referred to as "Board") at a time when village government
is becoming increasingly complex, there is hereby created the office
of Village Administrator for the Village (hereinafter referred to
as "Administrator").
B. Appointment, term of office, and removal.
(1) The Administrator shall be appointed with due regard to training,
experience, administrative ability, and general fitness for the office
by a majority vote of the Board. For the purpose of selecting the
Administrator, the President and the members of the Board each shall
cast one vote.
(2) The Administrator shall hold office for an indefinite term subject
to removal at any time by a vote of 2/3 of the entire membership of
the Board.
C. Functions and duties of the Administrator. The Administrator shall
be the chief administrative officer of the Village, responsible only
to the President and the Board for the proper administration of the
business affairs of the Village, in accordance with the statutes of
the state, the ordinances of the Village, and the resolutions and
directives of the Board, with power and duties as follows:
(1) General duties:
(a)
Carry out directives of the President and Board which require
administrative implementation, reporting promptly to the President
and Board any difficulties encountered;
(b)
Be responsible for the administration of all day-to-day operations
of the Village government;
(c)
Establish when necessary, administrative procedures to increase
the effectiveness and efficiency of Village government according to
current practices in local government, not inconsistent with directives
of the President and Board;
(d)
Serve as ex-officio nonvoting member of all committees of the
Village, except as specified by the Board or state statutes;
(e)
Keep informed of current federal, state, county legislation,
and administrative rules affecting the Village and submit appropriate
reports and recommendations thereon to the President and the Board;
(f)
Keep informed of the availability of federal, state, and county
funds for local programs and through grant writing or coordination
of those, and to assist department heads and the Board in obtaining
these funds under the direction of the President and the Board;
(g)
Represent the Village in matters involving legislative and inter-governmental
affairs as authorized and directed as to that representation by the
President and Board;
(h)
Represent the Village by involvement in local, regional, and
state-wide organizations whose goals are to promote and enhance the
operation of municipal government.
(i)
Act as public information officer for the Village with the responsibility
of assuring that the news media are kept informed about the operations
of the Village;
(j)
Establish and maintain procedures to facilitate communications
between citizens and Village government to assure that complaints,
recommendations, and other matters receive prompt attention by the
responsible official, and to assure that all such matters are expeditiously
resolved;
(k)
Promote the economic well-being and growth of the Village through
public and private sector cooperation.
(2) Responsibilities to the Village Board:
(a)
Attend all meetings of the Board, assisting the President and
the Board as required in the performance of their duties; and act
as liaison between the provider(s) of fire protection, rescue, and
emergency medical services to the Village and the Board;
(b)
Assist in the preparation of ordinances and resolutions as requested
by the President or the Board, or as needed;
(c)
Keep the President and Board regularly informed about activities
of the Administrator's office by oral or written report at regular
and special meetings of the Board;
(3) Personnel:
(a)
Be responsible for the administrative direction and coordination
of all employees of the Village according to the established organizational
procedures of the Village and the state statutes;
(b)
Recommend to the Board the appointment, promotion, and when
necessary for the good of the Village, the suspension or termination
of department heads, except those officials governed by separate bodies
as defined in the state statutes or by specific agreement to which
the Village is a party;
(c)
In consultation with the appropriate department head, be responsible
for the appointment, promotion, and when necessary for the good of
the Village, the suspension or termination of employees below the
department head level, except those employees in units governed by
other personnel procedures defined in the state statutes;
(d)
Serve as personnel officer for the Village with responsibilities
to see that complete and current personnel records, including specific
job descriptions, for all Village employees are kept; evaluate in
conjunction with department heads the performance of all employees
on a regular basis; recommend salary and wage scales for Village employees
not covered by collective bargaining agreements; develop and enforce
high standards of performance by Village employees; assure that Village
employees have proper working conditions; work closely with department
heads to promptly resolve personnel problems or grievances;
(e)
Assist in labor contract negotiations and collective bargaining
issues;
(f)
Work closely with department heads to assure that employees
receive adequate opportunities for training to maintain and improve
their job-related knowledge and skills and act as the approving authority
for requests by employees to attend conferences, meetings, training
schools, etc., provided that funds have been budgeted for these activities;
and make recommendations regarding continuing education opportunities.
(4) Budgeting and purchasing:
(a)
Be responsible for the preparation and oversight of the annual
Village budget, in accordance with guidelines as may be provided by
the Village Board or its committees and in coordination with department
heads, and pursuant to state statutes, for review and approval by
the President and the Board;
(b)
Administer the budget as adopted by the Board;
(c)
Report regularly to the Board on the current fiscal position
of the Village;
(d)
Supervise the accounting system of the Village and insure that
the system employs methods in accordance with current professional
accounting practices.

A. The Engineer shall be appointed by the Village Board for a period
of time, duties and compensation as the Board shall prescribe.

a period of time, duties and compensation as the Board shall prescribe.

A. The Village Attorney shall be appointed by the Village Board for
a period of time, duties and compensation as the Village Board shall
prescribe.

A. Position created. There is hereby created the position of Administrator
of Public Works, which shall be substituted for the position formerly
designated as Director of Public Works (hereinafter referred to as
"Administrator").
B. Appointment and term. The Administrator shall be appointed on the
basis of merit with due regard to training, experience, administrative
ability and general qualifications by a majority vote of the Village
Board. The Administrator shall hold office at the pleasure of the
Village Board for an indefinite period of time, subject to removal
by five members of the Village Board.

C. Functions and duties. The Administrator shall, subject to the direction
of the Village President and the Village Board, be responsible for
administration of all public works, have general charge and supervision
of all maintenance, repair and construction of streets, alleys, curbs
and gutters, sidewalks, bridges, street signs, lights and light systems,
traffic control devices, stormwater management facilities, sanitary
sewers, water utility, Village buildings, parks and structures and
all machinery, equipment and property used in any activity under the
Department of Public Works. Duties include the following:
(1) Administer all the day-to-day operations of the Department of Public
Works, including the monitoring of all Village ordinances, resolutions,
Village Board meeting minutes and state statutes which pertain to
the Department of Public Works.
(2) Establish, when necessary, administrative procedures to increase
the effectiveness and efficiency of the Department of Public Works.
(3) Keep informed concerning current federal, state and county legislation
and administrative rules affecting the Village and submit appropriate
reports and recommendations to the Village Board.
(4) Keep informed concerning the availability of federal, state, and
county funds for local programs and assist the Village Board in obtaining
these funds under the direction of the President and Village Board.
(5) Represent the Village in matters involving legislative and intergovernmental
affairs as authorized and directed by the President and Village Board.
(6) Attend all meetings of the Village Board, assisting the President
and Board as required in the performance of their duties, and attend
any other meetings as requested.
(7) Assist in the preparation of ordinances and resolutions related to
public works as requested by the President or Village Board.
(8) Keep the President and Village Board informed about the activities
of the Department of Public Works Administrator's office by regular
oral or written reports.
(9) Recommend to the Village Board the appointment, promotion and, when
necessary, the suspension or termination of Department of Public Works
employees.
(10)
Assist in labor contract negotiations and collective bargaining
issues.
(11)
Work closely with the Village Board to ensure that all employees
of the Department of Public Works receive adequate opportunities for
training to improve their job-related knowledge and skills.
(12)
Prepare an annual Department of Public Works budget in accordance
with the guidelines of the President and Village Board.
(13)
Serve as purchasing agent for the Department of Public Works,
doing all purchasing and contracting for supplies and services with
final approval of the Village Board.
(14)
Perform such other duties as directed, defined or limited by
the Village Board by resolution or ordinance.
