No person shall conduct in the Village of Rothschild, Wisconsin, any dance to which the public is invited or admitted or conduct or establish or manage any public dance hall or pavilion without first applying for and receiving a permit from the President or from the Village Board in the absence of the President. The officer issuing such permit shall in due time notify the police officer when such dance is to be conducted. Any person or party wishing to conduct such a dance or similar entertainment or amusement, in order to obtain a permit, shall make application in writing upon blanks furnished by the Clerk giving the name of the party or corporation or association intending to conduct the same and designating the date and place when and where such dance is to be conducted. Such permit must be applied for not less than 36 hours before the time of holding such dance. The fee shall be set by the Village Board, which shall be paid before such permit is issued.

No person or persons required to have such a permit shall conduct a public dance at any Village-owned premises except in the presence of however many Village police officers and/or other security personnel as the Village may require. A fee set by the Village Board for each police officer or other security personnel provided by the Village, if any, shall be paid in advance by the applicant.

It shall be unlawful for any person, persons, corporation or association conducting a dance hall or other place where the public dances are held, or any manager or any other agent of such persons, corporation or association, to:
A. 
Permit any person under 16 years of age to enter or remain in the public dance hall during a dance unless chaperoned by his parents, parent or legal guardian.
B. 
Permit any person under the influence of liquor or drugs to participate or remain at any public dance.
C. 
Permit any form of dancing using compromising postures or compromising contact of person.
D. 
Hold such dances or to keep such dance hall open later than 1:00 a.m.
Any child of the age of 16 or less, who is not accompanied by his parents or lawful guardian, who shall frequent, attend or be present at any public dance or shall wrongfully misrepresent his or her age shall be guilty of a misdemeanor and shall be punished according to the provisions of the Wisconsin Statutes regarding delinquent children.
