The digits 911 shall have the meaning defined in § 256.35(2)(c), Wis. Stats., and "E911 emergency telephone system" shall mean a basic system or sophisticated system as defined in § 256.35(1), Wis. Stats.
A. 
No person shall use the E911 emergency telephone system for regular business or nonemergency calls.
B. 
No person shall intentionally dial the number 911 to report an emergency knowing that the fact or situation reported does not exist.
