A.
All buildings located upon any street within the Township of Willingboro and utilized for human habitation or occupancy on either a permanent or temporary basis or which are used for commercial, industrial or institutional purposes, which buildings are located upon a street in which public water facilities shall be constructed either in that street or in an easement upon or adjacent to the lot on which the building is located, shall be connected with and thereafter remain connected to the sewer within 60 days after the completion of the same and upon proper notification thereof as required by law. It shall be the responsibility of the owner of the building to make the connections and installation previously referred to within the time period herein prescribed.[1]
B.
Every connection required by this article to be made shall be accomplished in the manner and with materials conforming to the Plumbing Code of the Township of Willingboro and the amendments and supplements thereof and thereto.
C.
In the event that the owner of any building located within the Township of Willingboro shall fail to make any connection or installation required to be made under the provisions of this article within the time prescribed, the Township may proceed to make such connection or installation or to cause the same to be made and charge and assess the costs thereof against the property.
