This article is adopted under the authority granted by N.J.S.A. 39:4-197 and N.J.S.A. 40:48-2.46, with respect to traffic and parking, regulation of parking yards, parking places and areas open to the public or to which the public is invited.
The Township does not assume any responsibility for the maintenance of roads, parking areas, streetlights, or any other equipment or facilities within the shopping center areas hereby regulated, other than a commitment by the Township to install signs, paint curbs and otherwise designate areas with respect to the regulations established herein as may be required by law.
With respect to all shopping centers located within the Township, as a part of which there exist parking yards, parking places or parking areas which are open to the public or to which the public is invited, the following regulations apply:
A. 
No person shall park a vehicle at any time in any shopping center area unless the vehicle is parked within the parking spaces designated on the parking surface for the parking of vehicles.
B. 
No person shall park, stop or stand a vehicle in any area in which parking is prohibited, unless the person is actively engaged in loading or unloading the vehicle.
C. 
Oversized vehicles shall park only in spaces specifically marked and designated for that purpose in accordance with the approved site plan.
In addition to the provisions set forth in this chapter, no person shall park a vehicle at any time upon any of the locations of any of the shopping centers or parking areas or parts thereof described below:
A. 
In the Willingboro Plaza, the area bounded by U.S. Route 130, Levitt Parkway, residential homes fronting on Shawmont Lane and Van Sciver Parkway, as follows:
(1) 
At the curbline of any portion of any building.
(2) 
On the north side of the driveway which is located on the south side of Building B to its intersection with Plaza Circle West, except that locally franchised taxis may park on the north side of the driveway. The taxi parking areas are specifically designated as follows:
(a) 
The taxi parking area shall begin at a point 30 feet from the westerly end of the island adjacent to Building B and shall extend thereafter for a distance of 120 feet on the south side of the island.
(b) 
The autobus parking area shall commence at the termination of the taxi parking area set forth immediately above and shall extend for a length of 114 feet.
B. 
In the Rancocas Plaza, the area bounded by the Beverly-Rancocas Road, John F. Kennedy Way and the residential homes fronting on Crestview Drive, parking is prohibited along the entire curbline on the west side of the center.
C. 
In the Kennedy Way Shopping Center, which area is bounded by Harrison Drive, John F. Kennedy Way, Levitt Parkway, and the public service transmission line, parking is prohibited along the entire curbline on the north side of the shopping center.
D. 
In the Country Club Shopping Center, an area bounded by Beverly-Rancocas Road and those lands owned by the Township and comprising Mill Creek Park, parking is prohibited along the entire curbline on the north, east and west sides.
E. 
At the Super Fresh Supermarket, an area bounded by Route 130, Sidney Lane and adjacent commercial properties on the Route 130 frontage, parking is prohibited along the entire curbline on the north side of the center.
