The following uses shall be specifically prohibited if located partially or entirely within any identified floodplain area:
A. 
Hospitals, public or private.
B. 
Nursing homes, public or private.
C. 
Jails.
D. 
New manufactured home parks and manufactured home subdivisions and substantial improvements to existing manufactured home parks and manufactured home subdivisions.
