The purposes of these rules and regulations are specifically
stated as follows:
A. To prohibit any new connections from inflow sources into the sanitary
sewer portions of the sewer system.
B. To ensure that new sewers and connections to the sewer system are
properly designed and constructed.
C. To prohibit excessive volumes and/or inordinate rates of flow of
sewage and wastes into the district sewerage system.
D. To prohibit the contribution of sewage, industrial wastewater or
other wastes of a flammable nature or which create, in any way, a
poisonous or hazardous environment for sewerage maintenance and operation
personnel.
E. To prohibit the contribution of sewage, industrial wastewater or
other wastes which may cause maintenance difficulties in the trunk
sewers, force mains, pumping stations and other structures and appurtenances
of the district sewerage system.
F. To prohibit the contribution of sewage, industrial wastewater or
other wastes which may create operating difficulties at the water
pollution control plant as it now exists or may be constructed, modified
or improved in the future.
G. To prohibit or to regulate the contribution of sewage, industrial
wastewater or other wastes which require greater expenditures for
treatment at the plant than are required for equal volumes of normal
sewage.
H. To require the pretreatment, before introduction into the district
sewerage system, or sewers tributary thereto, of such wastes as may
otherwise impair the strength and/or durability of the structures
appurtenant to the system, by direct or indirect chemical action,
or interfere with the normal treatment process.
I. To provide cooperation with the New York State Department of Environmental
Conservation, the Environmental Protection Agency and any other agencies
which have requirements or jurisdiction for the protection of the
physical, chemical and bacteriological quality of watercourses within
or bounding the District.
J. To protect the public health and to prevent nuisances.
These rules and regulations set forth uniform requirements for
direct and indirect contributors to the wastewater collection and
treatment system for the Kingsbury Sewer District No. 1 and enables
the District to comply with all applicable state and federal laws
required by the Clean Water Act of 1977 and General Pretreatment Program
Regulations (40 CFR Part 403).
These rules and regulations shall apply to the Kingsbury Sewer
District No. 1 and to those users outside the District who are by
contract or agreement with the District users of the District's
publicly owned treatment works (POTW), as it now exists or may be
constructed, modified or improved in the future.
