Whenever any words and phrases are used in this article, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
A. 
Regulations not exclusive. The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B. 
Parking prohibited at all times on certain streets.
(1) 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 419-16), attached to and made a part of this article; and no person, firm or corporation shall park a truck, tractor, trailer or bus upon the streets described in Schedule XVII (§ 419-32), attached hereto and made a part of this article.
(2) 
With respect to Schedule I, a person may park, stop or stand a vehicle on the designated streets if said person is actively engaged in the loading or unloading of a vehicle.
C. 
Parking prohibited during certain hours on certain streets. No person shall park a vehicle between the hours specified in Schedule II (§ 419-17) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this article.
D. 
Stopping or standing prohibited during certain hours on certain streets. No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 419-18) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III (§ 419-18), attached to and made a part of this article.
E. 
Parking time limited on certain streets. No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 419-19) at any time between the hours listed in said Schedule IV on any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this article.
F. 
Installing signs conforming to the Manual on Uniform Traffic Control Devices for Street and Highways.
(1) 
At locations where no parking at any time is permitted, the R7-1 sign shall be used.
(2) 
At locations where parking will be permitted on Sundays and holidays, but prohibited at all other times, a modified R7-1 sign shall be used, deleting "any time" and adding the notation "except Sundays and holidays."
(3) 
At locations where two-hour parking is permitted, the R7-108 sign shall be used, modified to indicate the notation "8:00 a.m. to 6:00 p.m. except Sundays and holidays."
G. 
Parking in designated spots. With respect to all municipally owned or leased parking lots and certain streets located within the Township as part of which there exists parking yards, parking places or parking areas which are open to the public or to which the public is invited, no person shall park a vehicle at any time in any such area unless the same is parked within the parking lines designated on the parking surface for the parking of vehicles.
H. 
Parking limited to within the parking lines. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XVIII (§ 419-33), attached hereto and made a part of this article, unless the vehicle is parked within a parking space, set aside by parking lines, designated on the parking surfaces of said streets.
I. 
The Mayor, Director of Public Safety, Chief of Police, Director of Public Works, and Public Works Foreman be and are hereby empowered and directed to post signs upon any public street and alley in the Township of Riverside giving notice of the intention to close such streets and alleys. Such signs and notices shall be posted at least 12 hours prior to said street closing operations and shall state the day(s) and hour(s) when said street or alley shall be closed and that the ranking or parking of motor vehicles during said day(s) and hour(s) is prohibited.
J. 
Parking shall be prohibited at all times within 15 feet of a stop sign and within 10 feet from an unsigned corner. The 15 feet shall be measured from the stop sign and the 10 feet shall be measured from the end of the curb radius.

Trucks over four tons excluded from certain streets. Trucks over four tons gross weight are hereby excluded from the streets or parts of streets described in Schedule V (§ 419-20) except for the pickup and delivery of materials on such streets. Service vehicles of any public utility, when used for construction, installation, operation or maintenance of public utility facilities, be and hereby are exempted from the restrictions against trucks over four tons gross weight. Said Schedule V is attached to and made a part of this article.
The streets or parts of streets described in Schedule VI (§ 419-21), attached to and made a part of this article, are hereby designated as one-way streets in the direction indicated.
Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule VII (§ 419-22), attached to and made a part of this article, are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through streets. Stop signs shall be installed on the near right side of each street intersecting the through street except where yield right-of-way signs are provided for in the designations.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule VIII (§ 419-23), attached to and made a part of this article, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule IX (§ 419-24), attached to and made a part of this article, are hereby designated as yield intersections. Yield right-of-way signs shall be installed as provided therein.
The locations described in Schedule X (§ 419-25), attached to and made a part of this article, are hereby designated as loading zones.
The locations described in Schedule XI (§ 419-26), attached to and made a part of this article, are hereby designated as taxi stands.
The locations described in Schedule XII (§ 419-27), attached to and made a part of this article, are hereby designated as bus stops.
A. 
Left turns prohibition. No person shall make a left turn at any of the locations described in Schedule XIII (§ 419-28), attached to and made a part of this article.
B. 
U-turn prohibition. No person shall make a U-turn at any of the locations described in Schedule XIV (§ 419-29), attached to and made of part of this article.
C. 
No turns. No person shall make a turn at any of the locations described in Schedule XV (§ 419-30), attached to and made a part of this article.
D. 
Right lane must turn right. The lanes or parts of lanes described in Schedule XVI (§ 419-31), attached to and made a part of this article, are designated as right-hand turn lanes only.
Traffic control signals shall be installed at the intersections designated in Schedule XIX (§ 419-34), attached to and made a part of this article. Said installations shall be in accordance with the applicable provisions of Title 39 of the New Jersey Revised Statutes and shall conform to the design and shall be maintained in operation as authorized by the New Jersey Department of Transportation.
It shall be unlawful for any person or persons to park any vehicle on three designated parking spaces, one of which shall be deemed to be a handicapped parking space and designated as such in accordance with the appropriate regulations, unless the person displays a library parking permit to be issued by the library in accordance with its rules and regulations. The Township Administrator shall designate the three spaces to be closest to the library entrance. The parking spaces shall be set off and designated with yellow markings or such other markings as may be approved by the Township Administrator.
