Every person convicted of a traffic infraction
for a violation of any provision of this chapter which is not a violation
of any provision of the Vehicle and Traffic Law of the State of New
York shall, for a first conviction thereof, be punished by a fine
of not more than $100 or by imprisonment for not more than 15 days,
or by both such fine and imprisonment; for a second such conviction
within 18 months thereafter, such person shall be punished by a fine
of not more than $200 or by imprisonment for not more than 45 days,
or by both such fine and imprisonment; upon a third or subsequent
conviction within 18 months after the first conviction, such person
shall be punished by a fine of not more than $300 or by imprisonment
for not more than 90 days, or by both such fine and imprisonment.

The provisions of this article may be enforced by the Town Highway
Superintendent, the Town Code Enforcement Officer or any police officer.

A. Any vehicle parked or abandoned on any Town street, road or highway,
or real property owned by the Town of Seneca Falls may be removed
by or at the direction of the Town Superintendent of Highways or any
police officer whenever such vehicle is:
(1) Parked or standing in violation of any Town, county or state law
or regulation; or
(2) It is necessary to remove such vehicle to facilitate snow removal
or road repair; or
(3) To ensure the free movement of fire, health, police or other emergency
vehicular traffic.
B. All towing and storage charges incurred in the removal of vehicles
pursuant to this chapter shall be borne by the owner of such vehicle
and paid prior to the release of such vehicle.
