A.
No container, dumpster, receptacle or other object for the collection of rubbish or debris (hereinafter referred to in this article as "container") having a capacity in excess of five cubic yards shall be located or maintained outdoors on any private property in the Village without a permit for the same first having been issued. Such permits shall be issued by the Building Official upon written application.

When issued for collection and storage of materials in connection with construction work being performed pursuant to a permit, such permit shall be valid for the same period of time as the said permit. Where the underlying construction permit is renewed, the permit for debris collection may be renewed for the same period of time.
C.
Where such collection of materials is not being done in connection with construction work being performed pursuant to a permit, such permit shall be valid for a period of 30 days. Such permits may be renewed by the Building Official for not more than two additional periods of 30 days each upon written application. Further renewals of such permits may be issued by the Board of Trustees upon written application, and subject to reasonable conditions.
D.
All such permit applications or permit renewal applications shall be accompanied by payment of a fee in an amount determined by resolution of the Board of Trustees.
E.
No container shall be place upon any public property in the Village, including any street or sidewalk, without a permit for the same first having been issued by the Board of Trustees, except that containers placed in such locations by the Village shall not require a permit. All applications for such permits shall include payment of a fee in an amount determined by resolution of the Board of Trustees.
