Every keeper of a shop for the purchase, sale or barter of junk, old metal (including gold, silver, pewter) or secondhand articles, and every pawnbroker within the Town limits, shall keep a permanently bound book in which shall be written, at the time of every purchase or upon the receipt of any article at their shop:
A. 
A description thereof, including any unique characteristics;
B. 
The name, age and residence of the person from whom the items were received or purchased;
C. 
Proof of identification; and
D. 
The day and hour when such purchase or receipt was made.
Such book shall at all times be open to the inspection of officers of the Police Department and any other law enforcement officer. Failure to abide by this article may result in a fine of up to $300.
