For the purposes of this chapter, the following words shall
have the following meanings:
BAZAAR
Any fair or festival having booths, counters or stands wherein
fortune wheels, gambling machines or any games of chance are displayed,
operated or offered to be gambled or played upon, or wherein any merchandise
is offered for sale.
BLOCK DANCE
Any affair having an assemblage of persons to participate
in a dance upon a public street.
CARNIVAL
Any festival, revel or celebration.
CIRCUS
Any show or display in which feats of tumbling, horsemanship,
strength or a menagerie are to be exhibited.
Except by permit from the Chief of Police, no person shall be
permitted to:
A. Conduct or operate a carnival, bazaar, dance or circus upon or within
any portion of the public streets, highways or sidewalks of the City;
or
B. Fence in, rope or mark off, or in any manner close a public street,
highway or sidewalk or any portion thereof, for the purpose of conducting
or operating thereon a carnival, bazaar, block dance or circus.
