A.
The owner of any vacant property shall within 60 days after the property becomes vacant as a result of a demolition or within 30 days after assuming ownership of the vacant property, whichever is later, file a registration statement for each vacant lot with the Rent Regulation Officer on forms provided by that Rent Regulation Officer for such purposes.

The registration shall remain valid for one year from the date of registration. The owner shall be required to renew the registration annually as long as the property remains vacant and shall pay a registration or renewal fee in the amount prescribed in this article for each vacant property registered.
(2)
The owner shall provide contact information for the party responsible for the care and maintenance of the property ("maintenance contact") in accordance with Chapters 87 and 366 of the Code of the City of Union City. This contact information shall include a street address, cellphone number, and email address for the maintenance contact.
(3)
Maintenance contact shall submit monthly reports ("monthly report") regarding status of property maintenance. This monthly report must contain pictures of the property and its upkeep, including but not limited to proper maintenance from ice and snow, weed, and other debris accordance with Chapters 87 and 366 of the Code of the City of Union City.
B.
The Health Officer, Construction Code Official or the Director of the Department of Public Works, or such subordinate officials as may be designated to act in his/her behalf, are hereby authorized and empowered to enter and to inspect each and every vacant lot in this City which has been vacant for a period of more than 30 days or any lot which may become vacant as a result of demolition.
