Pursuant to the provisions of the Municipal Home Rule, the Town
Board hereby determines that nonelected officers of the Town, except
Planning Board and Zoning Board of Appeals members, may be residents
of Oswego or Onondaga County notwithstanding the provisions of § 23
of the Town Law.
