Article 16 of the Town Law provides that the Town Board may establish a Town Planning Board and sets forth the duties of such Planning Board and the procedures to be followed by it. The Town Board has established such Planning Board by prior resolution.[1]

The Town Board may appoint an alternate member to the Planning Board. Such member, if appointed, would serve when a regular member of the Planning Board is absent or unable to participate on an application or matter before the Planning Board. An alternate member of the Planning Board shall be appointed for a term of one year.

The Chairperson of the Planning Board may designate an alternate member of the Planning Board who has been appointed to such alternate member position by the Town Board to substitute for a regular member, when such regular member is unable to participate on an application or matter before the Board. When so designated, the alternate member shall possess all of the powers and responsibilities of a regular member of the Board. Such designation shall be entered into the minutes of the Planning Board meeting at which the substitution is made.

All provisions of state law relating to Planning Board member eligibility, vacancy in office, removal, compatibility of office and service on other Boards, as well as any provision of a local law, rule, regulation or policy relating to training, continuing education, compensation and attendance, shall apply to any alternate Planning Board member appointed pursuant to this section.
Pursuant to said Article 16 of the Town Law, said Planning Board is hereby authorized and empowered to:
A. 
Approve or disapprove plats showing lots, blocks or sites, with or without streets or highways.
B. 
Conditionally approve preliminary plats within that part of said Town outside the limits of any incorporated city or village.
C. 
Pass and approve the development of plats already filed in the office of the Clerk of Oswego County if such plats are entirely or partially undeveloped.
D. 
Approve or disapprove:
(1) 
Changes in the lines of existing streets, highways or public areas shown on subdivision plats or maps filed in the office of the Clerk of Oswego County.
(2) 
The laying out of streets, highways or public areas under provisions of the Town and Highway Laws within that part of said Town outside the limits of any incorporated city or village.
