A.
Unusual site conditions or other design factors may warrant authorizing the installation of signs not otherwise permitted by these sign regulations. An application to request a variance from the standards established by these regulations shall include the reasons why a variance is requested and why it should be granted under the standards outlined in § 530-24. The application shall be reviewed by the Board of Adjustment at a public hearing to determine whether a variance shall be granted.
B.
Even if a variance is granted, the applicant shall be required to submit a sign permit application pursuant to the provisions of this chapter to ensure compliance with all other requirements for which a variance was not sought or granted. The sign permit application may be submitted for review concurrently with the variance application or it may be submitted after an application for a variance has been submitted for review.
