The City of Altoona shall establish a fee by resolution for
administrative costs incurred in the handling of any check or other
method of payment tendered to the City of Altoona for obligations
owed to the said City, which check and obligation are returned to
the City by the financial institutions or banks, or which are returned
for any reason whatsoever.
