GENERAL REFERENCES
Parks and recreation areas — See Ch. 510.
Unless the context otherwise requires, the following words or phrases shall be construed according to the definitions set forth below.
PEDACYCLE
A vehicle propelled solely by human-powered pedals.
TRAFFICWAY
The entire width between property lines or other boundary lines of every way or place of which any part is open to the public for purposes of vehicular travel as a matter of right or custom.
A. 
No person shall ride upon or utilize in any manner upon the streets, alleys, and trafficways in the City of Altoona, Pennsylvania, any skateboard, roller skates, scooters, or any other human-powered device, other than pedacycles.
B. 
No person shall ride upon or utilize any skateboard, roller skates, scooters, or any human-powered device upon a sidewalk in the business district in the City of Altoona or on a sidewalk on the property of the Altoona Area School District.

C. 
Any person riding upon or utilizing any skateboard, roller skates, scooters, or any other human-powered devices, other than pedacycles, upon a sidewalk other than in a business district or a sidewalk on the property of the Altoona Area School District, in a playground or any other places open to pedestrian traffic, shall yield right-of-way to any pedestrian and shall utilize any such devices with all due regard to the safety of pedestrians and property.

D. 
No person shall erect or place any type of ramp designed for use with skateboards, roller skates, scooters, pedacycles, or any other human-powered vehicles onto the streets, alleys, sidewalks and trafficways in the City of Altoona.
E. 
Repeated violations of this chapter or refusal to comply shall be cause for seizure of the device or devices being used in violation of this chapter.

It shall be the duty of the Altoona Police Department to enforce the provisions of this chapter with respect to all areas except the areas under control and ownership of the Altoona Area School District, wherein it shall be the duty of the security person or employee of the school district to enforce the provisions of this chapter with regard to its property.
Whosoever violates any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine of $25 for the first and second offenses and a fine of $100 for the third and subsequent offenses.
