Wherever in this article the following terms are used, they shall have the meanings respectively ascribed to them in this section, unless otherwise expressly provided or unless a different meaning is reasonably and clearly apparent from the language or context:
Any person employed, authorized or empowered by the City to supervise or otherwise attend to the use and operation of any municipal parking area.
Any land, premises or area, other than a public way, now or hereafter owned or leased by the City and designated by the City as a municipal parking area.
The stopping, standing or leaving of a vehicle within a municipal parking area, whether occupied or not, for any purpose and for any period whatsoever.
Any mechanical device, not inconsistent with the provisions of this article, and placed or erected on any municipal parking area for the regulation of parking. Each parking meter installed shall indicate by proper legend the parking time established by this article and when operated shall at all times indicate the balance of legal parking time permitted and at the expiration of such period shall indicate illegal or overtime parking.
Any space within a municipal parking area, adjacent to a parking meter, which is duly designated for the parking of a single vehicle by painted lines or other markings adjacent to or adjoining each parking meter.
Any space within a municipal parking area on which parking meters are not installed and which is duly designated for the parking of a single vehicle by painted lines or other markings.
Every device in, upon or by which any person or property is or may be transported or drawn upon a street or highway, except devices propelled by human power or driven by animals and except vehicles the overall size of which, including the load thereof, shall exceed seven feet in width and 20 feet in length.
