Upon request of the affected property owner, the Village of Baldwinsville shall undertake the repair of residential or commercial sewer laterals between the main sewer and the Village of Baldwinsville or New York State Department of Transportation right-of-way line. Such repairs shall be undertaken at the Village's expense, subject to the following conditions:
A. 
That the property owner, in the opinion of the Village of Baldwinsville Superintendent of Public Works, shall make a diligent effort to discover the location of the obstruction or breakage in the sewer lateral.
B. 
That the obstruction or breakage in the lateral appears, in the opinion of the Superintendent of Public Works, to be in the Village of Baldwinsville or New York State Department of Transportation right-of-way.
C. 
That the repair work be done at the convenience of the Superintendent of Public Works but as soon as deemed possible with regard to his workload.
D. 
Repairs performed outside the Village or state right-of-way by plumbing contractors on private property are subject to inspection by the Onondaga County Plumbing Control Board and the Village of Baldwinsville.
