The following actions are hereby declared unlawful:
A. 
To use offensive, disorderly, threatening, abusive or insulting language, conduct or behavior.
B. 
To act in such a manner as to annoy, disturb, interfere with, obstruct or be offensive to others.
C. 
To congregate unnecessarily with others upon the streets of the Village, or in doorways or stairways adjacent thereto, or to loiter about such places and refuse to move on when so ordered by the police.
D. 
By the violator's actions to cause a crowd to collect, except when lawfully addressing such a crowd.
E. 
To shout or make a noise either outside or inside a building during the nighttime to the annoyance or disturbance of any considerable number of persons.
F. 
To interfere with any person or in any place by jostling against the person or unnecessarily crowding him or by placing a hand in the proximity of such person's pocket, pocketbook or handbag.
G. 
For the violator to station himself on the public streets of the Village or to follow pedestrians for the purpose of soliciting alms, or to solicit alms on the public street unlawfully.
H. 
To frequent or loiter upon the streets of the Village or in doorways or stairways adjacent thereto or about any public place in the Village soliciting men for the purpose of committing a crime against nature or other lewdness.
I. 
To cause a disturbance in any omnibus or other public conveyance within the confines of the Village by running through or by climbing through windows or upon the seats or otherwise annoying passengers or employees therein.
J. 
To stand on sidewalks or street corners and make insulting remarks to or about passing pedestrians or to annoy such pedestrians.
