As used in this Part 4, the following terms shall have the meanings
indicated:
HANDICAPPED PERSON
Anyone who qualifies under the definition in N.J.S.A. 39:4-204
and who possesses a handicapped person identification card issued
by the Director of the Division of Motor Vehicles.

A. Pursuant to the provisions of N.J.S.A. 39:4-197.5, the Borough may,
by resolution, establish restricted parking spaces in front of residences,
schools, hospitals and other public buildings and in shopping and
business districts for use by persons who have been issued special
vehicle identification cards by the Division of Motor Vehicles when
using a motor vehicle on which is displayed a certificate for which
a special vehicle identification card has been issued.
B. Pursuant to the provisions of N.J.S.A. 39:4-197.6, the Borough may
establish a restricted parking zone in front of a residence occupied
by a handicapped person if a windshield placard or wheelchair symbol
license plates have been issued for a vehicle owned by the handicapped
person or a member of the handicapped person's immediate family.
C. A restricted parking zone may be established after a written request
has been submitted by a handicapped person, or a representative of
a handicapped person, for such a restricted parking zone. Such written
request must be accompanied by proof of possession of a windshield
placard or wheelchair symbol license plate issued for the benefit
of the handicapped person.
D. The following restricted parking zones are hereby established pursuant
to this section:

43 Gaston Avenue. The handicapped parking space shall be located
along the easterly curbline of Gaston Avenue between a point 368 feet
south of the southeasterly curbline of Johnson Drive and a point 392
feet south of the southeasterly curbline of Johnson Drive, a measurement
of 26 feet in length.

25 Coddington Street. The handicapped parking space shall be
located on the west side of Coddington Street between a point 150
feet south of the southerly curbline of LaGrange Street and a point
175 feet south of the southerly curbline of LaGrange Street.

20 Colfax Street. The handicapped parking space shall be located
between a point 50 feet west of the westerly curbline of Lincoln Street,
along the southerly curbline of Colfax Street, extending 22 feet west.

East Somerset Street. The handicapped parking space shall be located
along the northerly curbline of East Somerset Street between a point
52 feet east of the easterly curbline of Elmer Street and a point
78 feet east of the easterly curbline of Elmer Street, a measurement
of 26 feet in length.

Thompson Street. The handicapped parking space shall be located along
the easterly curbline of Thompson Street between a point 40 feet northerly
of Colfax Street and a point 62 feet northerly of Colfax Street, a
measurement of 22 feet in length.

E. All restricted parking zones established herein shall be reviewed
by the Borough Police Department one year from each restricted parking
zone's establishment and on an annual basis thereafter in order to
determine that the condition for establishment of the restricted parking
zone still exists.
A. No person shall park any vehicle or cause any vehicle to be parked
in any space or area designated by signs erected therein and by marking
on the surface thereof as a restricted parking space for use by handicapped
persons unless such person has been issued a special vehicle identification
card by the Division of Motor Vehicles.
B. Any person parking a motor vehicle in a restricted parking space
without such special vehicle identification card shall be liable to
a fine of $250 for the first offense and, for each subsequent offense,
a fine of $250 and up to 90 days' community service on such terms
and in such form as the court shall deem appropriate, or any combination
thereof.

C. Notice of these restricted spaces shall be given to the public by
placing a sign at all designated places. All signs designating a restricted
parking space shall conform to the specifications of the current Manual
on Uniform Traffic Control Devices for Streets and Highways. These
signs shall be so placed as to be easily read by pedestrians or operators
of vehicles. In addition, any sign erected after October 1, 2003,
shall state the penalties set forth herein which may be imposed for
violation. Any sign erected prior to October 1, 2003, shall be modified
within 30 days of the effective date of this subsection to include
the penalty information.

D. The Police Department of the Borough of Raritan shall enforce the
parking restrictions on spaces appropriately marked for vehicles for
the physically handicapped on both public and private property.
