The document consisting of the maps, charts, photographs, plans,
diagrams and text submitted by the Doylestown Borough Planning Commission
and entitled Comprehensive Plan, Doylestown Borough, dated October,
1968, is hereby adopted as the Comprehensive Plan of the Borough of
Doylestown.

In order that the Comprehensive Plan shall at all time be current
with the needs of the Borough of Doylestown, and shall represent the
best thinking of the Council, Planning Commission, and boards and
commissions of the Borough in the light of changing conditions, the
Planning Commission shall annually review the Comprehensive Plan and
recommend to the Council extensions, changes, or additions to the
Plan which the Commission considers necessary. Should the Commission
find that no changes are necessary, this finding shall be reported
to the Council.

The Comprehensive Plan shall be the guide for the Capital Improvement
Program insofar as said Capital Improvement Program affects the physical
development of the Borough. The Planning Commission shall submit an
annual report to the Council regarding the Capital Improvement Program
which shall review each project for its conformity to the Comprehensive
Plan; review the program as a whole in order to suggest any improvement
in economy or efficiency which might be effected through the combining
of various projects; and suggest any needed improvements which do
not appear in the program.

All matters affecting the physical development of the Borough
shall be submitted to the Planning Commission for a report to the
Borough Council as to conformity to the Comprehensive Plan. Such report
shall be made to the Council within 30 days after presentation of
the matter to the Planning Commission, provided that said time may
be extended by the Council. If said report is not submitted to the
Council within said thirty-day period, or any extension thereof, the
matter shall be deemed approved by said Planning Commission.
