As used in this article, the following terms shall have the
meanings indicated:
PERSON
Includes any individual, cooperative, enterprise, corporation,
association, institution, municipality, municipal authority, agency,
or other legal entity whatsoever which is recognized by law as the
subject of rights and duties. In any provisions of this article prescribing
a fine, imprisonment or penalty, or any combination of the foregoing,
the term "person" shall include the officers and directors of any
corporation or other legal entity having officers and directors.
All recyclables shall be placed in bins located at 230 High Street, Waterford, Pennsylvania, for collection by private collector. There is no need to separate items as all recyclables can be put in any recyclable bin at the site. See §
216-3 for items that are recyclable.
Every person shall separate the following recyclable materials from any other garbage or refuse resulting from the operation of residential, municipal, commercial or institutional establishments and from community activities and place them in bins supplied by the Borough for collection as described in §
216-2:
B. Clean aluminum containers.
C. Clean tin/metal containers.
D. Clean plastic bottles/jugs/jars marked with Nos. 1 through 7 (see §
216-4 for items not allowable with Nos. 1 through 7 on them).
E. Corrugated cardboard (folded flat).
F. Newspaper (including all types of inserts delivered in subscription
and promotional newspapers).
J. Hard-covered books (must remove the hard covers).
It shall be unlawful to deliver to the Borough recycling bins
any materials other than those designated as recyclable materials.
Items which are not permitted to be recycled include:
A. Any item not listed above in §
216-3.
B. Any item listed in §
216-3 that has not been cleaned.
C. Styrofoam (this includes Styrofoam with Nos. 1 through 7 mark).
D. Large plastic items such as lawn chairs, plastic curtains, curtain
rods, etc.
E. Large and small pieces of plexiglass or car windows.
Waterford Borough Council is authorized and directed to enforce
this article. The Borough Council is authorized to establish reasonable
regulations as to the manner, days and times for the dropoff of materials
required to be recycled hereunder, in accordance with the terms hereof.
The Borough Council may change, modify, repeal, or amend any portion
of said regulations at any time.
Any person violating any provision of this article shall be
subject to a penalty not to exceed:
A. Fine for the first offense: $100.
B. Fine for each offense after the first: $300.
