Hereafter it shall be unlawful for any person, persons, firm
or corporation to carry on or work at the business of plumbing or
house or building drainage in the Borough of Doylestown until a certificate
or license to engage in or work at said business, as a master plumber
or as a journeyman plumber, shall have been granted such person, persons,
firm or corporation by the Secretary of the Borough of Doylestown
nor unless such person, persons, firm or corporation shall be currently
registered as such in the office of the Secretary of said Borough;
provided, however, that nothing in this Part 1 shall be construed
to prevent the employment or working of apprentices under the direction
of duly registered and licensed master plumbers and in the immediate
company of a duly registered and licensed master plumber or journeyman
plumber.

1. Applications
for Licensing. Any person, persons, firm or corporation desiring to
engage as a master plumber or as a journeyman plumber in the business
or work of plumbing and house and building drainage in the Borough
of Doylestown shall apply to the Secretary of said Borough for a certificate
or license as a master plumber or as a journeyman plumber, as the
case may be. If, after proper examination of each such applicant by
the Plumbing Inspector of said Borough, such person, persons, firm
or corporation so applying shall be found competent, as a master plumber
or as a journeyman plumber, as the case may be, the same shall be
certified by such Plumbing Inspector to the Secretary of said Borough,
and said Secretary shall thereupon issue a certificate or license
to such person, persons, firm or corporation, as a master plumber
or as a journeyman plumber, as the case may be, which certificate
or license shall, until the 31st day of December next following, entitle
him, it or them to engage or work at the business of plumbing and
house and building drainage as a master plumber or as a journeyman
plumber, as the case may be; provided, however, that any duly licensed
master plumber or journeyman plumber who shall have been registered
as such by the Borough of Doylestown for the period ending December
31, and who shall reregister in the manner hereinafter provided on
or before January 15, shall not be required to undergo any examination;
provided, further, however, an examination of any one member of a
firm or corporation as a master plumber shall be deemed sufficient
for the issuance of a license to such firm or corporation.
2. Applicants
for a master plumber license shall present evidence that they have
one or more years' experience in the business or work of plumbing
and house and building drainage as a licensed journeyman plumber or
that they are duly licensed by another municipality or governmental
body having equivalent requirements to the Borough of Doylestown.
All master and journeyman plumbers with experience as defined above
are hereby required to obtain a passing grade on the appropriate examinations
administered by the International Code Council, Inc., to be recognized
and licensed in the Borough of Doylestown.
3. Borough
Secretary to Keep Register. The Borough Secretary shall keep a register
of all such applicants and certifications by the Plumbing Inspector,
which said register shall be open to the inspection of any persons
interested therein.

A duly licensed master plumber or journeyman plumber desiring
to continue to engage as a master plumber or as a journeyman plumber,
as the case may be, in the work of plumbing or house or building drainage
in the Borough of Doylestown for the next following calendar year
shall, before the 31st day of December of each year, reregister his,
their or its name or names as such master plumber or journeyman plumber,
as the case may be, upon such forms as may be from time to time furnished
by the Borough. Such reregistration shall be made by the Borough Secretary
without reexamination, in each case, if application for such reregistration
shall be made before the expiration of the calendar year preceding
the year for which the registration is requested. If any license has
been suspended or revoked for violation of the Plumbing Code, reregistration
can be made only by the Plumbing Inspector after a lapse of one year.
All journeyman plumbers engaged in the work of plumbing or house or
building drainage in the Borough of Doylestown must have a Doylestown
Borough journeyman registration card. All apprentice plumbers must
be registered with the Borough. Applicants for registration and/or
reregistration as master, journeyman and apprentice plumbers shall
pay to the Secretary of the Borough of Doylestown a fee established
by resolution of Council for the use of said Borough.

Fees for permits for plumbing work shall be imposed in accordance
with a Schedule of Plumbing Permit Fees which the Council of the Borough
of Doylestown shall, from time to time, determine and establish, by
resolution.

The license or reregistration granted under this Part 1 to a
master plumber or to a journeyman plumber may be suspended or revoked
by the Secretary of said Borough of Doylestown upon the direction
of the Plumbing Inspector of said Borough whenever a master plumber
or a journeyman plumber, as the case may be, shall violate any of
the provisions of this Part or whenever he or it shall refuse or neglect
to make the necessary corrections to work not approved by the Plumbing
Inspector of said Borough within a reasonable time after certification
thereof, or whenever he or it shall permit the use of his or its name
by any other person, persons, firm or corporation for the purpose
of obtaining a permit or permits to do plumbing or drainage work.

1. Every registered master plumber shall have a bona fide place of business
and trucks and shall display on the front of his, their or its place
of business a sign "Registered Plumber" bearing the name or names
of the person, persons, firm or corporation in letters not less than
three inches high. A "bona fide place of business" within the meaning
of this section shall be a building or part of a building where a
shop is equipped with a reasonable amount of stock, tools and work
space, together with an office, which may or may not be part of or
immediately connected with said shop, where people may call to transact
business. An applicant for a master plumber's license, if he
obtains a passing grade of 70% on his written examination, will be
given official notice by the said Borough; but must furnish the said
Borough, within 30 days, a photograph (minimum size to be snapshot)
of a sign "Registered Plumber" bearing the name of his, their or its
place of business.
2. Every registered master plumber, upon application for examination
and license or upon application for reregistration, as hereinabove
provided, shall include in the application the full name or names
of the person, persons, firm or corporation for which he or they shall
make such application, together with the address of his, their or
its place of business. Every registered master plumber shall give
immediate notice to the Secretary of the Borough of any change in
his, their or its place of business. Every registered master plumber,
or registered journeyman plumber, shall give immediate notice to said
Secretary of any change in his, their or its place of business; and
upon his, their or its retirement from business or failure to continue
actively to engage in said business of plumbing, the certificate of
registration shall be forthwith surrendered to the Secretary of the
Borough of Doylestown.

No journeyman plumber shall alter, repair, or make any connection
with any water, drain, soil, waste or vent pipe, or any pipe connected
therewith, unless he shall be licensed and registered under the provisions
of this Part 1 and unless he shall be employed by a duly licensed
and registered master plumber registered as such under this Part 1.

There is hereby created the office of Plumbing Inspector for
the Borough of Doylestown. He shall be competent by education and/or
experience to assist in the administration of this Part 1 and not
engaged or connected directly or indirectly in the business of plumbing.
He shall be appointed by the Borough Council of the Borough of Doylestown
and shall receive such compensations as said Borough Council may from
time to time direct. It shall be his duty to supervise, superintend
and inspect all plumbing, house and building drainage in conformity
with the provisions of law and this Part 1. He shall examine all plans
and specifications filed in the manner hereinafter provided and certify
the same to the Borough Secretary if they meet the requirements of
law and this Part 1.

The drainage of all buildings, public or private, and all alterations,
extensions and additions to drainage systems, shall be executed in
accordance with plans and specifications thereof which have been approved
in writing by the Plumbing Inspector on behalf of the Borough of Doylestown.
No special equipment, fixture, appliance or other device which is
required to be connected with the vent pipes, the general drainage
system or water system of a building shall be installed until plans
and specifications of the proposed installation shall be submitted
to and approved by the Plumbing Inspector on behalf of the Borough
of Doylestown.
In the event of the installation of any special equipment, fixture,
appliance or other device connected to vent piping, general drainage
system or water system classed as a plumbing fixture, installed without
the proper permit secured by a duly registered master plumber, if
said fixture is installed by a person, persons, firm or corporation
other than a duly registered master plumber, the property owner shall
then be held liable and responsible for payment of the proper fee
and a proper connection shall be installed, and the inspection and
approval of the Plumbing Inspector shall be required.
There shall be filed with the Plumbing Inspector a separate
plan for each building, public or private, or any addition thereto
or alternate therein, accompanied by specifications describing the
drainage of said buildings, on blanks prescribed and furnished by
the Borough for the purpose of showing the location, size and kind
of pipes, traps, closets and fixtures or appliances to be used and
showing partitions and method of ventilating water closet compartments.
Plans must be drawn legibly in ink, and old work shall be shown in
red ink. All applications for change in plans must be made in writing.
In replacing new fixtures, application for replacement shall be made
before starting work. One vertical drawing will be sufficient for
a building where it can be made to show all the work; if the work
is intricate and cannot be shown on one drawing, two or more shall
be made. A plot plan showing the location of the building together
with the house sewer, septic tank, wells and all drainage piping of
every description connected with the sanitary drainage system shall
in all cases be submitted. When plans have been prepared by a registered
architect or engineer showing all drainage, venting, piping and fixture
locations in a manner satisfactory to the Plumbing Inspector, these
plans and accompanying specifications may be submitted for approval
with the necessary application blank furnished for this purpose.

The Plumbing Inspector shall receive said application, together
with said plans and specifications, and shall examine the same and
if found to be in compliance with law and the terms of this Part 1
shall endorse his written approval thereon and deliver the same to
the Borough Secretary, who shall thereupon issue a plumbing permit
therefor to the master plumber making such application. Under no circumstances
whatever shall a verbal approval or permission given by anyone be
considered a justification for any deviation from the plans and specifications
so approved or for the violation of any provisions of law or this
Part 1.

It shall be the duty of the Plumbing Inspector to supervise,
superintend and inspect all plumbing and house and building drainage
to ensure that the same be done in conformity with the provisions
of law and this Part 1 and in conformity with the plans and specifications
for which the plumbing permit was issued as aforesaid. Drainage, sewerage
or plumbing work must not be covered or concealed in any manner until
after the same have been inspected and approved by said Plumbing Inspector.
Notice shall be given by the holder of a plumbing permit to the Plumbing
Inspector when the work is sufficiently advanced for inspection, and
it shall be the duty of said Plumbing Inspector to inspect such work
within three working days after receipt of such notice.

Borough Council shall prescribe rules and regulations for the installation and repair of plumbing, and under rules and regulations, as prescribed from time to time, shall govern all plumbing work performed in the Borough, including Chapters
1 through
12 of the National Plumbing Code.

Any person, firm or corporation who shall violate any provision
of this Part 1 shall, upon conviction thereof, be sentenced to pay
a fine of not more than $300 and/or to imprisonment for a term not
to exceed 90 days. Every day that a violation of this Part 1 continues
shall constitute a separate offense.
