It shall be unlawful for any unauthorized person to uncover,
make any connections with or opening into, use, alter or disturb any
public waterline or sewer line or appurtenance thereof without first
obtaining a written permit from the PSA. It shall be unlawful for
any unauthorized person to disconnect a water pipe, move or disturb
a water meter or turn on the water on any service. It shall be unlawful
for any unauthorized person to draw water from any service, fire hydrant,
blowoff, main, valve or any other facility of the County PSA water
system without first arranging with the Director of the PSA for the
same and paying all applicable charges pertaining thereto. This section
shall not apply to the use of water for the legitimate purpose of
extinguishing fires.
Except for connection made when the public water or sewer line
was originally installed and made available, water and sewer service
line permits shall be required before making a connection to a public
water or sewer line. The owner or his agent shall make application
on a special form furnished by the PSA. The permit application shall
be supplemented by any plans, specifications or other information
considered pertinent in the judgment of the PSA. A permit and inspection
fee for water and sewer service line permits, as determined by the
PSA, shall be paid to the PSA at the time the application is filed.
It shall be unlawful for any person to extend any pipe or use any
device or attachment to supply water to any premises other than that
described in the application for water and/or sewer service.
Any person violating the provisions of this article shall be
guilty of a Class 1 misdemeanor.
