This chapter shall be known and may be cited as "The Personnel
Code of the City of Warren, Pennsylvania, 1978."

A. Definitions. As used in this chapter, these words and terms shall
have the following meanings:
CHARTER
The Home Rule Charter of the City of Warren, Pennsylvania,
as approved by the voters of the City on May 25, 1975.
COUNCIL
The Council, as provided for in Article
V of the Charter.
LAW
Applicable provisions of the Constitution and any statutes
of the Commonwealth of Pennsylvania and of the United States of America.
MANAGER
The Municipal Manager, as provided for in Article
IX of the Charter.
B. Interpretation. In this chapter, the singular shall include the plural,
and the plural shall include the singular, and the masculine shall
include the feminine and the neuter.
The purpose of this chapter is to establish a Personnel Code as required in the Charter (see Charter, Article
V), setting forth uniform personnel principles and policies.
A. Employment with the municipality shall be based on merit and shall
be free of personal and political considerations and of discrimination
because of age, race, color, religious belief, ancestry, sex or national
origin.
B. Just and equitable incentives and conditions of employment shall
be established and maintained to promote efficiency and economy in
the operation of the municipal government.
C. Positions having similar duties and responsibilities shall be classified
and compensated on a uniform basis.
D. Appointments, promotions and personnel actions shall be based upon
the application of the merit principle.
E. Every effort shall be made to stimulate high morale by fair administration
of this chapter consistent with the best interests of the municipality
and the public.
F. It shall be the policy of the municipality to guarantee equal opportunity
to all qualified applicants and to all employees with respect to initial
appointment, promotion and general working conditions, without regard
to age, race, color, religious belief, ancestry, sex or national origin.
Discrimination on the basis of age or sex or physical disability shall
be prohibited except where specific age, sex or physical requirements
constitute a bona fide occupational qualification necessary for proper
and efficient performance of duty.
G. The Manager shall develop and maintain an affirmative action plan
which will assure equal opportunity in recruitment and selection,
job structure, promotion polices, training to improve job performance
and upward mobility, and all other related procedures and practices.
