No person shall, upon any public grounds of the Village:
A. 
Park any vehicle upon such public grounds except within the limits of clearly marked parking areas.
B. 
Operate any vehicle or ride horses upon such public grounds except upon clearly marked public roadways.
C. 
Operate any vehicle upon any roadway within the limits of such public grounds of a speed in excess of 15 miles per hour.
D. 
Park any vehicle or loiter or lounge in or upon such grounds between the hours of 6:00 p.m. to 6:00 a.m. from November 1 to March 31 and between the hours of 9:00 p.m. to 6:00 a.m. from April 1 to October 31, except as allowed by permit issued by authority of the Village Board or other duly authorized official of the Village, and except that the hour restrictions herein shall not apply to Community Park.
E. 
Carry, keep or use any firearms, bow and arrow, slingshot, trap, gun or other shooting device.
F. 
Disturb, molest, deface, remove or destroy any trees, shrubs, plants or other natural growth; carve on any rocks, signs, walls or structures; drive nails in trees; or injure or deface in any manner any public buildings, signs, fences, tables or other Village property.
G. 
Dig or break up the ground surface anywhere in any public grounds.
H. 
Build any fires upon such public grounds except in fireplaces or grills provided for such purpose, or dispose of live embers where they may start a grass or forest fire.
I. 
Leave, throw or break any bottle, box, can, garbage or other object except in clearly marked refuse receptacles.
J. 
Take, have or keep any dog or other animal upon such public grounds, except for service animals and except for a dog where the public grounds have been specifically designated as a dog park by the Village Board.

K. 
Set off fireworks of any kind, except as allowed by permit issued by the Village Board.
L. 
Engage in any athletic contest, game or activity, except in areas specifically designated for such activity.
M. 
Be intoxicated, use profane language, practice rowdyism or otherwise conduct oneself in a disorderly manner.
N. 
Camp upon such public grounds.

A. 
The following definition shall be applicable to this article:
DOG PARK
A special fenced area for dogs to exercise and socialize off-leash. Design elements may include a perimeter fence, benches, water source, and dog waste receptacles.
B. 
All persons using any Village dog park shall comply with the following rules and regulations:
(1) 
No dog is permitted in a dog park except when in the care, custody and control of a person at least 16 years old. Any person under 16 years of age must be accompanied by and be under the direct supervision of a person at least 16 years old to enter and remain in the dog park. No person may have more than two dogs in the dog park at any one time. All dogs must be within view of and able to be restrained by their caretakers at all times.
(2) 
All dogs must be at least four months of age, vaccinated for rabies, currently licensed, and wear a collar with identification and license tags. No dog that is sick, in heat, injured, or less than four months of age, or which displays aggressive behavior towards other dogs or humans, is permitted in a dog park. Food or treats may not be brought in to a dog park.
(3) 
Any person having care, custody or control of a dog in a dog park shall promptly remove and properly dispose of any waste deposited by the dog.
(4) 
No animals other than dogs are permitted in a dog park. Dog obedience classes by for-profit or nonprofit organizations may not be conducted in a dog park. However, individual dog owners may utilize the dog park to train their dogs.
(5) 
No persons or dogs are permitted in the dog park between the hours of 10:00 p.m. and 5:00 a.m.
(6) 
As a condition of admission to a dog park, the owner or person having care, custody or control of the dog shall carry a leash for the dog which shall be worn at all times the dog is not in the dog park.
(7) 
The use of a dog park by any dog shall constitute implied consent of the dog's owner or any person having the care, custody or control of the dog to strictly follow the rules and regulations of this section and shall constitute a waiver of liability to the Village of Belgium, its elected officials, officers, and employees, an assumption of all risks, and an agreement and undertaking to protect, indemnify and defend and hold harmless the Village, its elected officials, and employees, for any injury or damage to persons, other dogs, or property during any time that the dog is in the dog park.

In addition to the general penalty of this Code in § 1-5 or any other penalty imposed for violation of this article, any person who shall cause physical damage to or destroy any public property shall be liable for the cost of replacing or repairing such damaged or destroyed property. The parent or parents of any unemancipated minor child who violates § 199-2 may also be held liable for the cost of replacing or repairing such damaged or destroyed property In accordance with the Wisconsin Statutes. Nothing in this Code shall prevent a law enforcement officer from referring violations of the provisions of this article to the District Attorney's office in the interest of justice.
