It shall be the duty of the Township Administrator, under the
supervision and control of the Mayor and Township Committee and to
the extent not prohibited by law, to:
A. Act as liaison between the Mayor and Township Committee and all boards,
departments and officers of the Township.
B. Be responsible for the maintenance of sound personnel policies and
administrative practice and to study and make recommendations in respect
to the personnel organization and policies of the Township and any
of its departments after consultation with the Mayor and Township
Committee and with department heads.
C. Have direct supervision and control over all clerical and secretarial
personnel employed by the Township.
D. Aid in the preparation of the budget, alert department heads to the
submission of their portion thereof and to assist the Township Committee
in obtaining necessary data for the preparation of the municipal budget.
E. Investigate all complaints regarding Township services and, after
consultation with the department head of the service involved, to
answer same and report the disposition thereof to the Township Committee.
F. Act as agent for the Township Committee by conducting the general
affairs of the Township, including purchasing, administration and
enforcement of contracts, leases and franchises.
G. Attend all regular and special meetings of the governing body.
H. Perform such other duties as may from time to time be specifically
assigned to him by the Township Committee.
The Township Administrator shall have the right to participate
in the discussion of all business and other matters coming before
the governing body at regular and special meetings and shall have
the right to attend all Committee meetings.
Nothing herein contained shall derogate from the powers and
duties of the elective, appointive or other officials of the Township
of Buena Vista, or of the boards and commissions thereof established
pursuant to law, nor shall the rights and tenure of any elected official
be affected.
