A. 
Village Administrator, Village Clerk and Village Treasurer. The offices of Village Clerk and Village Treasurer shall be consolidated into a single office on February 13, 2008, and the consolidated office shall be appointed, not elected, as hereinafter provided. The Village Administrator shall serve as the Administrator-Clerk-Treasurer. The Administrator-Clerk-Treasurer shall be appointed by the Village Board. Following his/her appointment, the Administrator-Clerk-Treasurer shall take office. The Administrator-Clerk-Treasurer shall serve in accordance with a written job description or contract approved by the Village Board and shall be commonly referred to as the "Village Administrator."
(1) 
The Administrator (including officially designated titles of Clerk and Treasurer) shall be appointed on the basis of merit with due regard to training, experience, administrative ability and general fitness for the office as shall be determined by the Village Board of Trustees ("Board"). If not a resident of the Village at the time of appointment, the Administrator shall become a resident of the Village of Richfield if required in accordance with resolutions and/or ordinances adopted by the Village Board, as may be amended from time to time.

(2) 
Functions and duties. The Administrator (including officially designated titles of Clerk and Treasurer) shall be the chief administrative officer of the Village, responsible to the Village Board for the proper administration of the business affairs of the Village, pursuant and subject to the statutory and case law of the State of Wisconsin, the resolutions and ordinances of the Village, and the directives of the Board, with such powers and duties as are delegated.
B. 
Other offices. The following officials shall be appointed:
(1) 
Assessor. The Village Assessor shall be appointed by the Village Board and assume duties pursuant to § 61.27, Wis. Stats.
(2) 
Village Trustee and/or Village President, when vacancy arises, subject to § 17.24, Wis. Stats.
C. 
Weed Commissioner, Constable and Marshal.
(1) 
The Village Weed Commissioner shall be the Village Public Works Supervisor or designee. The Weed Commissioner shall be required to make application for and maintain any and all licenses pertaining to this office and enforce all applicable laws pertaining to the office.

(2) 
Pursuant to § 61.195, Wis. Stats., the Village of Richfield hereby abolishes the offices of Constable and Marshal.
Appointed officials shall serve at the pleasure of the Village Board and may be appointed for a fixed term not to exceed three years. Appointments shall be in writing. A person may be reappointed to the same office. Expiration of the term for which an appointment has been made shall automatically create a vacancy in the office. No person lawfully removed from office for cause shall be eligible to fill the vacancy caused by his/her removal. No person shall have a right to be reappointed to an office. Appointments to office shall be made by the majority vote of the Village Board. A corporation or an independent contractor may be appointed as Village Assessor in compliance with the provisions of § 61.197(1)(f), Wis. Stats., and as the same may be amended or renumbered from time to time.
The duties of each office shall be those as required by the Wisconsin Statutes, rules and regulations, the Village ordinances, and as determined by the Village Board from time to time. No contract for an office shall limit the duties to be performed by the official. The Village Board and Administrator from time to time shall establish reporting requirements for all officials.
Removal from a term of office shall be by affirmative vote of at least 3/5 of the Village Board unless said office is governed by an applicable contract which prescribes a different removal procedure. A removal shall be made by order delivered to the official, or if he/she cannot be found, then mailed by certified United States mail postage prepaid to his/her last known address and a certified copy of which shall be filed in the office of the Clerk. If removal is for cause, the order shall contain a statement of the cause or causes for which removal is made.
