It is the purpose of this district to allow for diversity in
housing types, including multifamily dwellings, while preserving the
overall character of the Borough, as well as to promote those principles
expressed in the Comprehensive Plan.
In the R-3 Residential District, land, buildings or premises
shall be used by right only by one or more of the following uses:
A. All uses permitted by right in the R-2 Residential Districts.
B. Multifamily dwellings, subject to the following requirements:
(1) Separate entrances to the outside or to a common hallway which opens
to the outside shall be provided.
(2) Required parking spaces shall be located in the rear yard or side
yards only.
(3) A minimum lot size of one acre is required for multifamily or apartment
structures.
The following shall be permitted as special exceptions when authorized by the Zoning Hearing Board. All special exceptions are subject to Article
XVIII, Zoning Hearing Board, as well as any specific conditions listed below in this section:
A. Those uses permitted by special exception within the R-2 Residential
District.
The following are accessory uses:
A. All accessory
uses permitted in the R-2 Residential Districts.
The following regulations shall be observed:
A. Lot area: 1,500 square feet minimum per dwelling unit for single-family
attached and multifamily or apartment uses; for all other uses, the
lot area shall be the same as that required within the R-2 Residential
Districts.
B. Frontage: 20 feet minimum for single-family attached dwellings.
C. Lot width: 20 feet minimum for single-family attached dwellings.
D. Building coverage: 50% of the lot maximum.
E. Total improvement coverage: 70% of the lot maximum.
F. Front yard: 20 feet minimum.
G. Side yard: For every detached dwelling, there shall be two side yards
with an aggregate width of 20 feet minimum, neither of which shall
be less than eight feet in width. For every semidetached dwelling,
there shall be one side yard which shall not be less than 10 feet
in width. For the end unit in a row or cluster of attached dwellings,
there shall be one side yard which shall be not less than 10 feet
in width. For every multifamily or apartment structure, there shall
be two side yards with an aggregate width of 30 feet minimum, neither
of which shall be less than 10 feet in width.
H. Rear yard: 25 feet minimum.
I. Height: No building shall exceed 35 feet in height as defined in Article
II of this chapter.
J. Accessory buildings shall not be located in the required front yard
or within five feet of any property line. The Zoning Hearing Board
may by special exception reduce this rear and side yard requirement
to not less than three feet if fencing and landscaping is provided
to protect adjoining properties.
