The commercial districts are established to accomplish the following purposes:
A. 
To group compatible business uses that will tend to draw trade that is mutually interchangeable and so promote business prosperity and public convenience.
B. 
To encourage master planning and development of business districts with adequate parking and loading, pedestrian circulation, and amenities.
A. 
Intent. The intent of the C-1 General Commercial District is to provide a district for a broad range of business uses that are not appropriately located within other more specialized commercial districts. The C-1 General Commercial District is the most inclusive business district and should be applied judiciously where a potential C-1 General Commercial District would abut a residential district.

The district requirements recognize the unique characteristics of the downtown business district that differ from other commercial districts in the City. The intent of the requirements is to retain the existing "Main Street" characteristics of the core blocks on Main Street.
