A. There are hereby established and adopted traffic control maps as
prepared by the City Engineer, designated by letter as set forth herein,
showing the City's lawfully authorized traffic control and restricted
parking areas as follows:

B. Notwithstanding the above, in areas restricted for street sweeping,
no penalty shall attach if street sweeping is not effected in that
zone on that date.
C. The definition of "traffic calming devices" and the specifications
for installation of such devices shall be as contained in the January
2001 edition of Pennsylvania's Traffic Calming Handbook, Publication
No. 383 of the Pennsylvania Department of Transportation, and as periodically
revised by the same.
D. No less than 10 days prior to the introduction by City Council of
an ordinance amending Traffic Control Map J by providing for the installation
of a speed hump, notice shall be provided via first-class mail to
the owners of all properties located within 50 feet in either direction
of the proposed site of the speed hump installation. Such notice shall
inform the property owners/residents of the content of the proposed
ordinance and provide them with a ten-day time period in which to
express their approval or objection to the proposed ordinance.

Traffic control maps shall be prepared and maintained on the City Geographic Information System (GIS), a computer-based record. The City Engineer will ensure that files are maintained on the GIS that reflect an accurate record of the traffic control system/devices as specified in §
3-109.1. The information maintained on the City GIS shall be public record, but the keeping of the traffic control information shall not be a requisite condition for the prosecution of any violation of this Traffic Code. For purposes of establishing a violation of the Traffic Code, the office of the City Engineer shall, when requested by the defendant, submit an affidavit indicating that the area in which the violation occurred is designated as a prohibited/restricted parking area.

The City Engineer shall maintain a permanent file or record
setting forth all amendments to the traffic control maps.
