The Council shall have all powers necessary to administer the plan in accordance with its terms and provisions. The Council may provide rules and regulations for administration of the plan consistent with its terms and provisions. Any construction, interpretation or application of the plan by the Council shall be final, conclusive and binding on all persons. The Council may authorize each or any one of its members to perform routine acts and to sign documents of its behalf. The Council may appoint agents and may employ attorneys, actuaries and accountants as necessary.
