It is hereby determined that improper and inadequate solid waste practices create public health hazards, public nuisances, environmental pollution, other adverse environmental impacts, and economic loss. It is, therefore, the purpose of this article to:
(a) Establish and maintain cooperation with state, county and municipal agencies to achieve effective planning and technical and financial assistance for effective solid waste management;
(b) Utilize, wherever feasible and desirable, the capabilities of private enterprise in accomplishing the desired objectives of an effective solid waste management program; and
(c) Require permits for the establishment and operation of solid waste processing and disposal facilities.
