(a) 
From and after the enactment of this Chapter, upon completion of the requirements as provided in Article XIV of the Second Class Township Code, the owner or owners of any lot, parcel, tract of land or premises fronting or abutting on an affected public street, road or avenue, within the Lower Heidelberg Township, upon which a grade has heretofore or hereafter shall be established, shall, upon receipt of written notice from the Township, at their respective costs and expenses to the extent set forth in the Second Class Township Code,[1] construct, repair and maintain the curbing, sidewalk and driveways in front of and along the property owned by them and complete fully the same within 90 days after the said notice from the Township is given.

(b) 
A Township permit shall be required prior to the installation or construction of a sidewalk, of curbs or of a driveway.

The aforementioned notice shall be sent by certified mail or by hand delivery to the last known address of the individuals, association or corporation in whose name the title to the lot, parcel, tract of land or premises appears of public record to be owned, and if such certified mail is returned unclaimed or hand delivery is unable to find the owner, then such notice shall be given by posting a copy of the same on the land or premises so involved.

Upon failure of any owner or owners to comply with the provisions of this Chapter and to complete fully such construction, repair and maintenance within 90 days after the date of such notice, the Lower Heidelberg Township may enter upon and construct, repair and maintain required curbing, sidewalk and driveways and enter the cost thereof, together with an additional 10%, as a lien against said lot, parcel, tract of land or premises.

(a) 
Curbs and sidewalks shall be laid out and constructed in conformity with the lines and grades of the street established by the Board of Supervisors.
(b) 
Lines and grades shall be staked out on the ground at the owner's expense by a registered engineer or surveyor or shall be staked out by the Township's surveyor and the appropriate fee charged in accordance with the Township Fee Schedule.
(c) 
New construction may conform to lines and grades of existing adjacent curbs and sidewalks which are in good condition subject to approval by the Township Engineer.
(d) 
All work done hereunder shall be subject to inspection and approval by the Township Engineer.

(a) 
All curbs shall be concrete, at least 24 inches deep, seven inches wide at the top and eight inches wide at the bottom, the back face being vertical and the front face having a uniform batter of one inch and a reveal of seven inches above final grade. The top corners shall have a three-fourths-inch radius on the face of curb and a one-fourth-inch radius on the back. All curbs shall have a minimum four-inch depth of crushed aggregate stone base (AASHTO No. 57/2B stone). The subbase for the stone shall be well compacted prior to placement of the stone. All curbing shall be of a vertical type and constructed in accordance with the Lower Heidelberg Township Standard Details as contained herein.[1]

(b) 
Curb forms shall be stripped as soon as the concrete has set, and concrete shall be rubbed while still green.
(c) 
Curbs shall be cast in sections with one-half-inch premolded expansion joints at least every 20 feet and control joints at least every 10 feet.
(d) 
In the case of slip-formed curb, one-half-inch premolded expansion joints shall be required every 50 feet, with control joints every 10 feet.
(e) 
Curbs shall be cast separately from driveway aprons and sidewalks, with one-half-inch premolded expansion joints where curbing, sidewalk and/or driveway apron abut each other.
(f) 
Curbs placed across driveways shall be reduced in height from seven inches above final grade to 1 1/2 inches, reverting at each end to full height by a reverse vertical curve in a distance of two feet.
(g) 
Curbs placed across ADA curb ramps shall be reduced in height from seven inches above final grade to zero inches, reverting at each end in a distance of six feet.
(h) 
Straight forms shall not be used on curves unless authorized by the Township Engineer.
(i) 
When installing curbs on existing streets, the existing pavement shall be cut straight prior to excavation.
(j) 
All excavated material shall be removed from the cartway by the end of each working day.
(k) 
Curbs shall be tied into catch basins with reinforcing bars to prevent settlement of the curb and a one-half-inch premolded expansion joints separating the two.
(l) 
Rain conductors in curbs shall be no more than one inch below the top of curb to allow for future resurfacing of the street.
(m) 
Depressed curbs at driveway entrances shall have at least two No. 5 reinforcing bars installed.

(a) 
Sidewalks shall be concrete, not less than four feet wide and five inches thick, placed on a five-inch minimum depth of crushed aggregate stone base (AASHTO No. 57/2B stone). The subbase for the stone shall be well compacted prior to the placement of the stone. All sidewalks shall also be constructed in accordance with the Lower Heidelberg Township Standard Details as contained herein.[1]

(b) 
A nonskid finish shall be used.
(c) 
Sidewalks shall be cast separately from curbs and driveway aprons.
(d) 
Sidewalks shall have control joints at least every four feet and one-half-inch premolded expansion joints shall be placed at least every 30 feet.
(e) 
The grass strip between the curb and sidewalk shall not be less than four feet wide. Property owners shall be responsible for maintenance of the grass and the area between the sidewalk and the right-of-way line.
(f) 
Sidewalks and grass strips shall slope toward the curb at 1/4 inch per foot.
(g) 
Sidewalks and ADA curb ramps shall be installed in accordance with the federal Americans with Disabilities Act, state laws and local ordinances. ADA ramps are to be constructed with pedestrian warning devices for the visually impaired. Specifications shall conform to labor and industry standards.

(a) 
Concrete driveway aprons shall be placed between curb and sidewalk. Aprons may be eight inches plain concrete or six inches mesh-reinforced concrete on a five-inch minimum depth of crushed aggregate stone base (AASHTO No. 57/2B stone).
(b) 
The driveway behind the sidewalk may be concrete, macadam or crushed stone.
(c) 
Driveway aprons shall be cast separately from the curb and sidewalk.
(d) 
Where there are no sidewalks, driveways may be extended to the curb or to the street using concrete or macadam. All driveways must be concrete or macadam paved for a minimum of 20 feet from the edge of the cartway.
(e) 
Pipes shall not be used to convey stormwater under driveways.
(f) 
The driveway approach shall be depressed to allow water to flow unimpeded down the shoulder, gutter or swale, whether existing or proposed.
(g) 
Exceptions may be made on a case-by-case basis where the shoulder, gutter or swale is so deep as to make it impractical to depress the driveway, subject to review by Township Engineer and supporting calculations.
(h) 
It shall be the owner's responsibility to grade the driveway to avoid scraping.
(i) 
All driveways shall also be constructed in accordance with the Lower Heidelberg Township Standard Details as contained herein.[1]

(a) 
Concrete for curbs, sidewalks and driveways shall have at least a twenty-eight-day compressive strength of not less than 3,500 pounds per square inch and shall be air-entrained.
(b) 
All concrete work shall be covered for at least 72 hours or sprayed with curing compound to prevent loss of moisture.
(c) 
No concrete work shall be placed on frozen, wet or yielding ground.
(d) 
When freezing temperatures are expected within the next five days, concrete work shall be protected with insulation.
