Traffic regulations are hereby established as described below for the following public areas in the Borough of Mendham:
A. 
West Morris Mendham High School.
(1) 
No vehicle, except an emergency vehicle actually responding to an emergency, shall use for purposes of through traffic any of the parking areas or entranceways adjacent to the West Morris Mendham High School on East Main Street in the borough, designated as Lots 28A and 30 in Block 9 and Lots 8 and 9 in Block 1401 on the Official Tax Map of the Borough of Mendham.
(2) 
The borough shall erect signs at the entranceways to said parking areas from Drake Road and from East Main Street in the borough, in conformity with standards of the New Jersey Department of Transportation, designating the areas as closed to through traffic except for emergency vehicles as aforesaid.
(3) 
Parking in West Morris Mendham High School driveways.
(a) 
Parking in the West Morris Mendham High School driveways is subject to the following regulations:

Parking or standing is prohibited on both sides of the north driveway from East Main Street to and including the inside curbing of the turnaround circle. Parking and standing along the outside curbing of the turnaround circle for a distance of 798 feet, from yellow post to yellow post, shall be prohibited on school days from 7:00 a.m. to 6:00 p.m., for all vehicles except school buses.

Parking or standing is prohibited on both sides of the east driveway from Drake Road to the school and at the loading dock, except for vehicles in the process of loading and unloading.
(b) 
The borough shall erect appropriate signs announcing the above regulations, in accordance with the requirements of the New Jersey State Department of Transportation.
(4) 
The two parking spaces closest to the air-conditioning compressors on the exterior of the school building shall be used only by persons having special vehicle identification cards duly issued by the New Jersey Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205, when using a vehicle on which is displayed a certificate duly issued pursuant to N.J.S.A. 39:4-206.
(5) 
General parking.
(a) 
All vehicles must park in designated areas and between the lines provided.
(b) 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.

(c) 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan[2] and signed with the R7-8 and R7-8P (Reserved Parking Sign and Penalty Plate) in the designated parking areas for persons who have been issued a handicapped parking permit by the Motor Vehicle Commission.

(6) 
Reserved parking. All vehicles that are granted specialty parking in this section such as police vehicles, ambulances, teachers, etc., must be properly identified and the reserved parking spaces must be shown on the site plan attached hereto as Schedule A.[3]

(7) 
Through streets. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near-right side of each street intersecting the through street except where yield signs are provided for in the designation.

Tow-away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area, pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(10) 
Loading zones. The locations described are hereby designated as loading zones. No person shall park a vehicle in said location during the times indicated other than for the loading or unloading of goods and materials.

(11) 
Lane use reservations. The lane locations described are designated as lane use reservations and traffic shall move as indicated.

(13) 
Authorized vehicles only. The following streets or parts of streets shall be designated as use for authorized vehicles only. No vehicle other than an authorized vehicle shall enter upon the below roadway.

(14) 
Violations and penalties. Unless another penalty is expressly provided for by the New Jersey Statutes, every person convicted of a violation of this subsection or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term of not exceeding 15 days or both.
(15) 
Signage. All signs, posts or other necessary materials shall be installed and paid for by the Mendham Board of Education. All signing shall conform to the current Manual on Uniform Traffic Control Devices pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
B. 
Mountain View School. Parking of vehicles is prohibited on both sides of the entrance driveway to the Mountain View School from Dean Road, to and including the turnabout circle, from 8:00 a.m. to 6:00 p.m. Monday through Friday. The borough shall erect the appropriate signs in accordance with the request of the Department of Transportation.
C. 
West field. Parking is prohibited on the easterly side of the entrance road leading from Main Street to the parking lot, throughout its entire length. Parking is prohibited on the westerly side of said entrance road, except along that portion of the westerly side which lies south of the north entrance to the parking lot.
D. 
Public parking lot; East Main Street. Parking is prohibited on both sides of the access drive between East Main Street and the public parking lot, throughout its entire length of 341.82 feet, adjacent to Lots 9, 9A and 9B in Block 9 as shown on the Borough Tax Map.
E. 
Firehouse parking lot and access.
(1) 
There shall be no through traffic between Orchard Street and East Main Street by way of Lots 11 or 16 in Block 0601 as designated on the Borough Tax Map, said lots comprising access to the borough firehouse. A stop sign shall be placed on the firehouse driveway at its exit onto Orchard Street.
(2) 
There shall be no parking, stopping or standing at any time on that portion of Lot 16 in Block 0601 commencing at Orchard Street and proceeding westerly and southerly therefrom to the designated parking area lying southerly of the southernmost portion of the borough firehouse structure, nor on any portion of Lot 11 in Block 0601.
(3) 
The prohibitions set forth in Subsection A(1) and (2) above are intended to provide free and open access for emergency vehicles at all times between the borough firehouse, Orchard Street and East Main Street and shall be construed and enforced to effect that purpose.
F. 
Hilltop School.
(1) 
No vehicle, except an emergency vehicle actually responding to an emergency, shall use for the purpose of through traffic the northernmost driveway to the Hilltop School.
(2) 
The northernmost driveway to Hilltop School shall be designated one-way from the east side of Hilltop Road to a point 430 feet east thereof. No vehicular traffic shall be permitted to exit from this driveway onto Hilltop Road.
(3) 
The southernmost driveway to Hilltop School shall be designated one-way. No vehicular traffic shall be permitted to enter from Hilltop Road.
(4) 
The speed limit on all driveways at the Hilltop School shall be 15 miles per hour.
(5) 
The borough shall erect signs at the entranceways to said areas from Hilltop Road in the borough in conformity with standards of the New Jersey Department of Transportation, designating the speed limit, one-way designation and closed to through traffic except for emergency vehicles as aforesaid.
(6) 
General parking.
(a) 
All vehicles must park in designated areas and between the lines provided.
(b) 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.
