It is hereby declared that the parking of motor vehicles in the streets of the City is causing, at the present time, such congestion in said streets as to constitute a public nuisance; that the addition of more off-street parking facilities which shall include, but not be limited to, parking lots, structures and garages, the improvement of existing off-street parking facilities and the building of structures on public off-street facilities, which will increase the number of motor vehicles they can accommodate, is necessary to further abate said nuisance; it is in the public interest to expend public funds for the acquisition of land, the improvement of existing parking facilities and the building of structures on public off-street parking facilities; and the enactment of this article is hereby declared to be a public necessity.
