(a) 
A sewer use charge is hereby established, to be paid by the owners of estates benefited by the sewer system.
(b) 
The sewer use charge shall be determined annually by the Director of Public Works, subject to the approval of the Mayor. The amount of money to be raised by the sewer use charge shall be projected on the basis of the annual costs to the City for the operation, maintenance and repair of its sewer system, including debt service, and all monies collected as a result of the operation of a sewer use charge shall be used for the purpose of offsetting said costs and for no other purpose. Any excess revenues collected or deficits incurred as a result of the sewer use charge shall be applied to the cost of operating and maintaining the sewer system for the next year and the rate shall be adjusted accordingly.
(c) 
The sewer use charge shall be based on water consumption by the estate as measured by the City Water Department. Such charges shall constitute an additional charge over and above the water rate.

(a) 
The Director shall advise the Mayor of the projected annual costs of operating, maintaining and repairing the sewer system, and determine and present for approval the sewer use charge per 100 cubic feet of water, necessary to meet those costs. Where estimated use is the measurement of water charge, then too shall the sewer use charge be based on estimated use.
(b) 
All water users who dispose of any portion of their wastewater into the City sewer system shall be subject to a sewer use charge whether the water was supplied by the City or by a private water supply. Such private water users and water users disposing of some fraction of wastewater to a system other than the City sewer shall have a flow meter installed as approved by the Director of Public Works and at their expense, for the measurement of sewage flow.
(c) 
Estates not connected to the City sewer system will not be charged providing the estate is not under order of the Health Department or the director to connect the system.

(a) 
The sewer use charge to residential users and to users whose average monthly water consumption on an estimated annual basis, is less than 15,000 cubic feet monthly, shall be determined by water use and shall be billed quarterly, separately but coincidentally, with the water bills. Sewer use charges to all other users shall be determined by water use and shall be billed monthly.
(b) 
All bills for sewer use charges are due and payable when rendered. Bills which remain unpaid after 30 days are subject to a service charge and constitutes a lien against the property in the same manner as an unpaid water bill.
