The Council of the Township of Hampton has determined that:
A.
The making, creation or maintenance of excessive, unnecessary, unnatural or unusually loud noises in the Township of Hampton which are prolonged, unusual and unnatural in their time, place and use affect and are a detriment to the public health, comfort, safety, welfare and property of the residents of Hampton; and
B.
As a matter of legislative determination and public policy, the provisions, regulations, and prohibitions of this article are enacted pursuant to and for the purpose of securing and promoting the public health, comfort, safety, convenience and welfare of the Township of Hampton and its inhabitants.
