There shall be a Board of Health which shall consist of the
Mayor, who shall be its President, and six (6) other persons, one
(1) of whom shall be a competent physician who shall be appointed
by the Common Council, upon the nomination of the Mayor, and shall
hold office for three (3) years. Appointments of members of such Board
shall be made for such shorter terms as at any time may be necessary,
in order that the terms of two (2) appointed members shall expire
annually.
The Board shall appoint, for a term of four (4) years, a competent
physician, not one (1) of its members, who shall be a citizen and
qualified as provided by regulation of the Public Health Council,
to be the Health Officer of the city or may authorize the Chenango
County Department of Public Health to act for and in place of the
Health Officer.
The Board shall meet regularly at least once in each calendar
month and shall fill any vacancy that may exist from expiration of
term or otherwise, in the office of Health Officer of the city.
The Board of Health and the Health Officer shall exercise all
the powers and be charged with all duties now or hereafter conferred
upon or required of the Health officer or Board of Health, by the
laws of this state so far as the same pertain to cities, except as
limited or extended by the provisions of this title, and shall also
possess such powers and perform such duties as may be prescribed by
law.
The Board may provide rules and regulations in relation to inspection
of public buildings, construction and maintenance of sewers and drains,
and for the better control and sanitary arrangement of plumbing in
said city, not in consistent with state laws.
