Disorderly conduct, within the geographical limits of the Borough of East Lansdowne, shall be and is hereby defined as:
1. 
Any act, word, or conduct causing or abetting or tending to cause or abet a disturbance of the peace and good order of the Borough; or
2. 
The instigation or tending to cause any danger, discomfort, or annoyance to the inhabitants of the Borough or users of the Borough's public grounds and thoroughfares, which shall include fighting, carousing, drunkeness, vagrancy, soliciting or begging, unnecessary noise, loud or abusive or indecent language, profanity, defacing or damaging any building, vehicle or property, public or private, littering or depositing of any refuse upon public or private property; or
3. 
Congregating or loitering upon public property when the premises are closed to the public; or
4. 
Reckless or careless driving, or any use of vehicles by owners or occupants that unreasonably tend to endanger or create problems for the residents or users of thoroughfares in the Borough; or
5. 
The use of any drugs, sniffing or inhaling products inducing halucinatory effects or conditions that endanger or tend to endanger both the user and residents.

Any person or persons violating this Part, or causing or helping others to violate it, shall, upon conviction therefore before any Justice of the Peace of the Borough of East Lansdowne, be subject to pay a fine of not less than twenty-five dollars ($25.00) nor more than six hundred dollars ($600.00) for each offense plus costs, and in default of payment of said fine and costs, to a term of imprisonment not to exceed thirty (30) days.
