The following words and phrases, when used in this Part, shall
have the meanings ascribed to them in this section, unless the context
clearly indicates a different meaning:
Ashes from coal or other fuel and will include such sweepings
as may accumulate in connection with the ordinary conduct of a dwelling
or place of business.
All refuse and or surplus food or the products or supplies
utilized in the preparation of food consumed in the dwelling or place
of business dealing in edibles or the like.
Any individual, partnership, limited partnership, association
or corporation, property owner or tenant residing within or conducting
a business within the geographical confines of the Borough of East
Lansdowne.
As used herein, shall be deemed to include paper of the type
commonly referred to as newsprint and distributed at stated intervals,
usually daily or weekly, having printed thereon news and opinions
and containing advertisements and other matters of public interest.
Magazines and periodicals as well as all other paper products of any
nature are not considered newspaper.
A container constructed of metal, plastic or such other weatherproof
nonleakable materials to which a lid or other restraining top can
be applied. Receptacle shall not include any container manufactured
from cardboard, paper or other product destroyable by water.
Material having an economic value in the secondary materials
market. The following materials have such economic value: aluminum
cans and articles, bimetal cans, glass containers, corrugated paper
(cardboard and paper boxes), magazines, computer printout paper, computer
tab cards, office paper, steel cans, newspaper, paper products not
chemically coated.
Bottles, rags, paper, old clothing, glass, crockery, tin
cans, trimmings from hedges, small shrubs and vines. No portion of
any debris accumulated from demolition of any dwelling or business
property or any part of either type of building shall be included
in such meaning or description nor shall any item of household furniture.
Shall mean the same as the term "rubbish" hereinbefore described.

Preparation.
A.
All ashes shall be placed and maintained in separate receptacles
for collection.
B.
Garbage shall have all free liquids drained from it and shall then
be securely wrapped in paper or placed in bag before being placed
in a receptacle for collection. Garbage and rubbish may be placed
in the same receptacle for collection.
C.
The lid or other restraining top for all receptacles shall be sufficiently
secured to prevent rodents and other animals from removing said lid
or restraining top and disturbing the receptacle's contents.
D.
Tree trimmings, hedge clippings and similar material, before being
deposited for collection, shall be cut to lengths not exceeding three
feet and shall be securely tied in bundles not greater than eighteen
inches in diameter.
E.
All magazines shall be gathered together in bundles and securely tied; and all pasteboard or cardboard cartons shall be similarly bundled and securely tied together after being flattened or otherwise taken apart. Newspapers shall be treated in accordance with the provisions of § 20-103 of this Part.
2.
Weight of Trash Containers. All trash, ashes, rubbish or garbage
shall be stored in receptacles for collection and such filled receptacle
shall not exceed 50 pounds in weight.
3.
Time Range for Placement at Curbside. No receptacle shall be placed
at the curb of a householder's premises for collection sooner
than 6:00 p.m. the night before collection. All emptied receptacles
shall be removed from the curb no later than 11:00 p.m. on the day
of collection.

Obstructions Prohibited. No householder shall deposit a receptacle
of trash, ash, rubbish or garbage at the curb of his or her premises
in such a manner that will obstruct the street, sidewalk or gutter.
5.
Removal of Trash Receptacles. All householders, after removing their
trash receptacles from the curb, shall place those trash receptacles
in an area behind their home.

Separation of Recyclables and Placement for Removal. Newspapers shall
be kept separate from other refuse and shall be collected by the Borough
or under subcontract by its designated agent. Individual household
units shall separate and prepare for collection these materials in
the following manner: Newspapers shall be tied both across and lengthwise
in easy to manage bundles or placed in paper bags, and kept dry. These
materials shall be placed either at the curbside to be collected at
times designated by the Borough or placed in recycling shelters at
any time.

Collection by Unauthorized Person. From the time of placement of
recyclables at the curb or in recycling shelters for collection in
accordance with the terms hereof, items shall be and become the property
of the Borough of East Lansdowne or its authorized agent. It shall
be a violation of this Part for any person authorized by the Borough
to collect or pickup or cause to be collected or picked up any such
items. Any and each such collection in violation hereof from one or
more locations shall constitute a separate and distinct offense punishable
as hereinafter provided.

It shall be unlawful for a person to collect, remove or dispose
of solid waste which contains newspaper combined with other forms
of solid waste. The Borough Council, or its agent, is empowered to
designate the day(s) of the month on which recyclables shall be collected,
removed and disposed of from a particular area.

3.
Additional Methods of Disposal. Any resident may donate or sell used
newspapers to any person, partnership, or corporation whether operating
for profit or not for profit. Said person, partnership or corporation
may not, however, under any circumstances, pickup said used newspapers
from the curbside in the Borough of East Lansdowne.

Any person, firm or corporation who shall violate any provision
of this Part shall, upon conviction thereof, be sentenced to pay a
fine of not more than $600 plus costs, and in default of said fine
and costs, to a term of imprisonment not to exceed 30 days.
