The Common Seal of the city shall bear the device of a bee hive and below such device the figures "1799-1854" and engraved around it the words "Seal of the City of Poughkeepsie."[1]

It shall be unlawful to carry out or remove any papers, specifications, plans, documents or any property whatever belonging to the city from the Council room, Chamberlain's office and City Hall building; provided, however, that this section shall not apply to such removal by department heads of the city where necessary.

(a) 
Affidavit required. No account, charge or demand upon the city for any object or purpose or in favor of any person whatever, except the pay of officers receiving an annual salary without reference to the time they are employed, shall be audited or allowed by the Common Council, unless the person presenting the same shall annex thereto his statement that the claim is in all respects just and true if the account is for services, that such services have been fully rendered to the extent, in the manner and for the time stated in such account and are fairly worth the price charged therefor, that there are no offsets against such bills and that no payments have been made thereon beyond those specified in such account nor unless such account shall specify in detail every item of the same.

Action on account. All accounts presented shall be filed; those allowed in whole or in part and those rejected separately and such as are audited and allowed shall be numbered and marked with the amount at which they are allowed and the day on which they are ordered paid.

The city hereby adopts the provisions of Title 3 of Article 11 of the Real Property Tax Law of the State of New York, establishing the foreclosure of tax lien by action in rem, for the purpose of enforcing the collection of delinquent taxes in the city.

(a) 
Appointment. The Mayor shall be and is hereby authorized and empowered to appoint, with the advice and consent of the Common Council, not less than five persons as members of the Poughkeepsie Urban Renewal Agency in accordance with Title 55, Section 1, Article 15-b of the General Municipal Law.
(b) 
Certification. Upon the appointment of said five persons, the Mayor shall file the certificate required by Section 553, Subdivision 1(a), of the General Municipal Law with the Secretary of State and a duplicate of such certificate with the Commissioner of Housing and Community Renewal of the state.

(a) 
Direction of planning, urban renewal staffs. The day-by-day direction of the planning staff and the urban renewal staff shall be the responsibility of the Director of Planning and Development, under the administration of the City Administrator.
(b) 
Execution of documents. The City Administrator shall be the signatory for all documents to be filed with the federal and state governments, or their respective agencies, as prepared by the Urban Renewal Director or the Director of Planning and Development.
(c) 
Reports. The Urban Renewal Director shall report to the Director of Planning and Development, and the Director of Planning and Development, except as to matters relating to planning, shall report to the City Administrator.
(d) 
Appointing director of planning. Upon a vacancy occurring in the office of Director of Planning and Development, the Planning Board shall interview and recommend to the City Administrator applicants for his consideration for appointment to said vacancy.

(a) 
There is hereby created the City of Poughkeepsie Narcotic Guidance Council.
(b) 
The City of Poughkeepsie Narcotic Guidance Council shall consist of five members, who shall be appointed by the Common Council of the City of Poughkeepsie for terms of three years, and which shall include at least one clergyman, one attorney and one physician.
(c) 
The presiding officer or chairman of the Council shall be designated by the Common Council of the City of Poughkeepsie from the members so appointed to the Council.

The City Administrator is hereby directed to submit a written quarterly report to the Common Council relating to the status of all major projects, the initial report being due on March 2, 1970.
