Pursuant to Section 27 of Article 3 of the General City Law
of the State of New York, there is hereby created in the City a Planning
Board to consist of seven members and two alternates, appointed by
the Mayor. Not more than a minority of the members of such Board shall
hold any other public office or position in the City.

The terms of office of the members of the Planning Board who
are officials or employees of the City, at the time of their appointment
to the Board, shall terminate with the term of the Mayor selecting
them or at the time of the termination of their employment by the
City, whichever is sooner.

The appointment of the members of the Planning Board who are
not City officials or employees shall be for terms of three years,
and such appointments shall be made in alternating years, so that
the term of office of 1/3 of such members of such board shall expire
each year. Their successors shall be appointed for three years from
and after the expiration of the term of their predecessors in office.

The members of the Planning Board in office shall continue in
office until the end of the term for which they were appointed and
their successors have been appointed and qualified.

If a vacancy shall occur on the Planning Board in a manner other
than by expiration of term, it shall be filled by appointment for
the unexpired term.

The Planning Board shall have all the powers conferred upon
Planning Boards by Article 3 of the General City Law, shall be subject
to all limitations contained therein and shall have such additional
powers as may be conferred upon it by ordinance or resolution of the
Common Council adopted pursuant thereto.

The Planning Board may make rules and regulations to govern
its actions in carrying out the provisions of Article 3 of the General
City Law.

The Mayor may appoint two alternate members of the Planning
Board for service on the Planning Board at any meeting when any regular
member is absent.
