In addition to any other requirements under this chapter, no
person shall hold, conduct, carry on or cause to be held, conducted
or carried on a parade as defined herein on any public property or
portion thereof owned or controlled by the City without first having
obtained a parade permit pursuant to this article. In order to obtain
a parade permit, an application for same must be filed with the Chamberlain's
office and no less than 30 days prior to the holding of such parade.
Approval by the City shall be given only upon satisfaction of all
City requirements imposed and conditions thereof and as required hereunder.

The Chief of Police, subject to the final approval by the City
Administrator, shall review the application for parade permit and
determine whether the proposed parade routes, dates and times will
pose any unreasonable risk or inconvenience to the safety, health
and welfare of the public.

In order to determine whether adequate arrangements can be made
for a proposed parade, the application for a parade permit under this
article shall contain the following information:
(a)
The name, address and telephone number of the applicant or sponsor
of the parade, the date when it is proposed to be conducted, the locations
of the assembly and disbanding areas, the route to be traveled and
the approximate time when the parade will assemble, start and terminate.
(b)
A description of the individual floats, marching units, vehicles,
bands, including a description of any sound amplification equipment
to be used.
(c)
Such other information as the Chief of Police and/or City Administrator
may deem reasonably necessary.

In each parade permit the Chief of Police shall specify the
following:
(a)
The location of the assembly area and time when persons will
begin assembling.
(c)
The minimum and maximum speeds.
(e)
What portions of streets to be traversed may be occupied by
such parade.
(f)
The maximum number of platoons or units and the maximum and
minimum intervals of space to be maintained between the units of such
parade.
(g)
The maximum length of such parade in miles or fractions thereof.
(h)
The disbanding location, and disbanding time.
(i)
The number of persons required to monitor the parade or motorcade.
(j)
The number and types of vehicles, if any.
(k)
The material and maximum size of any banner, placard or carrying
device that will be held or used in the parade.
(l)
The materials used in the construction of floats used in any
parade shall be of fire-retardant materials and shall be subject to
such requirements concerning fire safety as may be determined by the
Fire Chief.
(m)
That the applicant or sponsor advise all participants in the
parade either orally or by written notice of the terms and conditions
of the permit, prior to the commencement of such parade.
(n)
That the amplification of sound permitted to be emitted from
sound trucks, or bull horns, be fixed and not variable.
(o)
That the parade continue to move at a fixed rate of speed and
that any willful delay or willful stopping of the parade, except where
reasonably required for the safe and orderly conduct of the parade,
shall constitute a violation of the permit.
(p)
Such other requirements as are found by the Chief of Police
and/or City Administrator to be reasonably necessary for the protection
of persons or property.

The provisions of Chapter

14-13, Parades, demonstrations, assemblages, are hereby repealed.
