An application for a permit to hold a community event of any
kind covered under this chapter shall be denied if the City should
determine that any of the following conditions exist:
(a)
Disruption of traffic within the City beyond practical mitigation.
(b)
Interference with access to fire stations, fire hydrants, ambulance
and other emergency services.
(c)
Undue disruption of businesses or residential areas.
(d)
Diversion of so many public employees that allowing the community
event would unreasonably reduce services to the remainder of the City.
(e)
The application contains incomplete or false information.
(f)
Failure to comply with all terms of this chapter, including
the failure to remit all fees and deposits or failure to provide the
City with proof of insurance and/or a fully executed release, waiver
and indemnification agreement.

Any permit issued pursuant to this chapter may be summarily
revoked by the City Administrator upon a determination that:
(a)
The safety of persons or property requires such revocation due
to accident, public disaster, public calamity, riot or other emergency.
(b)
A term, condition, restriction or limitation of the permit has
been violated or is being violated.
(c)
Due to changed circumstances, or the discovery of facts unknown
to the City at the time the permit was issued, the grounds for issuance
of a permit are no longer valid or applicable.
(d)
Any fee required to be paid under this chapter or otherwise
approved by the City is not made by the deadline for such payment.
