(a)
Cellars, basements and crawl spaces in every structure used for human habitation shall be reasonably free from dampness to prevent conditions conducive to decay or deterioration of the structure.
(b)
Cross ventilation shall be provided in every basement, cellar and crawl space, consisting of at least one window opening or vent located on opposing walls of the structure or by equivalent mechanical ventilation or use of dehumidifiers as approved by and in the discretion of the Building Inspector. The aggregate ventilation area shall not be less than one square foot for every 100 lineal feet of wall space or 1% of the total area of the enclosed space, whichever is greater.
